Other aspects of the continuous abuse I receive from BS, Lt Harry Bird USMC Ret and others parallel the instructions here but are applied continuously day and night 24/7/365 without any break whatsoever of any kind since mid-August 1998.
I have documented this in great detail around-the-clock and forwarded representative samples to many of those in positions of authority from the top to the bottom including local and central government, the NHS, and the police. I have always been attacked and blamed for being mentally ill for reporting what does not exist. Abusers blame their victim in this way to deny abuse so that they can carry on with it.
At each of the major points of my bringing this to the attention of those in responsible positions of authority further up to the top there has always been a major escalation of the surveillance technology and torture instead of its amelioration in the hopes of destroying me completely. I attempted court proceedings in the High Court in March 2001 seeking its protection from harassment under the Protection From Harassment Act of 1997 only to have the proceedings destroyed by the torture abuse.
This goes on as of this writing. While this information pertains to the conduct of British military personnel overseas, torture interrogation of a far worse kind has been taking place indefinitely in London's North Kensington as I continuously report. No one has ever stopped it despite the fact that hundreds know about and participate in it which is probably it is not stopped.

US Navy PBYs patrolling the Pacific during WWII did not strafe surviving Japanese sailors in the sea as did the Japanese aircraft against US sailors. How much the US military has changed. A helicopter could put down on land just as a PBY could land on the ocean as they did to rescue their own US Navy survivors. (Miracle at Midway by Gordon W Prange with Donald M Goldstein and Katherine V Dillon, Penguin Books, 1982/3, p 200)
On 18th June 1942 a patrolling PBY spotted Japanese survivors after the Battle of Midway and called in the Ballard a seaplane tender to pick up the 35 survivors from a lifeboat which included the Hiryu's chief engineer. Valuable information was obtained from them. (ibid,, p 314)
These US Navy aircraft had to content with Japanese attack aircraft flying out of Wake Island which were a definite threat to the lumbering PBYs aka Catalinas. In Iraq the US had unchallenged air superiority with no threat from the skies, yet this Apache attack helicopter apparently took pleasure in destroying these two insurgents, their equipment and shack rather than capture them for information when they tried to surrender.
The legal advice must have changed from WWII in the Pacific in 1942 by the time of the Iraq invasion and its aftermath followed some 60+ years later in 2003 and on.

Publishing these reports means nothing in light of the fact that those whom I reported for child abuse in early May 1998 were given surveillance technology to carry out torture abuse against me from mid-August 1998 and are still at it as of this writing. Haringey Council is not that far away from here. This is called institutionalised child and adult abuse. No amount of my reporting to the Conservatives and Liberal Democrats while in opposition has changed anything even after six months in government.
The social services, police and NHS have all failed completely in Kensington & Chelsea not just from incompetence but from malice and sadism of the most extreme kind expressed by surveillance torture abuse 24/7/365 against me indefinitely for 12+ years. Tenant management has collapsed and Kensington & Chelsea Council government now needs to share back office services including family services while they carry on abuse which will involve Westminster and Hammersmith & Fulham at some point in their crimes and misconduct unless it is ended properly.

Blackwater Now Xe Unfazed By Wikileaks Revelations?

Blackwater is a symptom of something that was under way before 9/11 but blossomed. It was far worse at that time than anyone would want to believe let alone admit. It still goes on today, and nothing will stop the extreme abuses of that cadre of warped personalities that migrate to the opportunity to be violent, torture and kill.
In February 2001 former US Marines Colonel Vine and Lt Harry Bird descended on me with surveillance technology of the most unbelievable kind to imprison, torture, experiment and eventually kill. This is a civilian neighbourhood in London. They joined a surveillance operation against me that had been in effect for 2.5 years by that time. The disposition was there.
They just make up whatever it takes to emotionally charge everyone to carry out crimes and allow them to keep using surveillance technology. It's the Jessica Lynch syndrome reverse engineered to kill rather than rescue although they operate as Angels of Death pretending to help when they viciously do as much harm as possible.
The horror of the worst nightmare that could be imagined from Big Brother is upon us and has been been for almost a decade in my direct experience. When I read about the futility of getting any prosecution against obvious violence by Blackwater personnel, it tells me that those hiding behind surveillance technology are going to skate free especially in this apathetic and unbelieving world we inhabit at present.
They have pretended to be military all the way with Bird recently claiming this as a "beach head" declaring that he was "embedded." He thinks he is in a "war" and has identified me as the "enemy." Foreign military personnel in the UK basically cannot be prosecuted except by consent since UK law protects them. If Vine/Bird and others are reservists, as I suspect, and DoD contractors, as I also suspect, they should be subject to the law as described at the end above.
The big problem is finding out their status and affiliation which they want to hide as much as they can. Toward this end of accountability TSA has taken a giant step, and the "leaking" of this Wikilieaks' information has made a significant contribution. I would like to think there will be a ground swell of sentiment building to expose all of this activity and bring it to account especially since it is doing so much harm to the US and the US military as well as other nations like the UK.
It is inconceivable that US military personnel like Vine/Bird et al would ever behave in this way without being stopped, but such is the case today. It is far worse because everyone joins in just as the US forces turned a blind eye to the Iraqi atrocities and did nothing as these disclosures reveal. Worst of all is that Blackwater has changed its name, goes unscathed and gets into State to protect its people throughout the world. I think that Blackwater now Xe portends more serious implications in the future than anyone even begins to suspect as Vine/Bird reflect.

As I said, some do not want to believe let alone admit the truth. These people have been known to me from the beginning since I reported their child abuse in an adjacent flat. The former US Marines who joined almost a decade ago became known very quickly and have remained in place all these years. Vine travels a bit, though, like to Kabul after the successful invasion at the end of 2001. There are no mysterious "they" and what they have done has been well noted by them and my experience.
It doesn't matter to me that there are those like yourself who choose to be dismissive in your own brutal way. Your suggestion is brutality coincident with those who seek to deny the validity of what I describe so that they can continue with their torture. Someday you will learn the accuracy of what I describe, but it's better now than later.
The Telegraph article linked above notes that the British government "constantly denied" the extent of Iran's involvement in the Iraq insurgency which was revealed by the Wikileaks documents.
I met two psychiatrists from a nearby hospital to explain the fact of the hoax by the child abusers, but they would have none of it and blamed me, the victim, themselves. Since I had met them, I also recognised their presence as they rolled out into the community to participate in the surveillance torture and experimentation adding their surreptitious medication to the activity which has so far failed. These people are not a mysterious "they" either, and I heard them describe exactly what they were doing.
That particular NHS hospital obtained some financing for itself at that time by leasing a ward for the making of a porno film http://bit.ly/dkL1MF There are psychiatrists who are quite willing to be suppressive in the interest of the powers that be just as there are psychiatrists who are terrorist and kill many as occurred at Fort Hood. We've got to understand character, evaluate it properly and take the correct and legal actions to prevent abuses wherever they might occur.
The problem with Blackwater now Xe is that they most likely will become part of this vast culture of violence developing further as they have already demonstrated in the past. If these are not dealt with properly, it can only get worse, and people like yourself who turn a blind eye to the truth and seek to "medicate" those with whom they do not agree are a real threat and danger. Canadian Colonel Williams' Atrocities And Indefinite Surveillance Abuse
"Victims pleaded for lives before being murdered" Senior Canadian military officer's serial torture, rape & murder horror.
The horror of this serial killer's ability to carry out his crimes derived from access to information about everyone because he was the base commander. This senior Canadian military officer carried out 82 sexually perverted burglaries and two torture, rape, kidnap murders filming and photographing all of them. This crime reflects an unimaginable horror quite beyond words which shows that no one is above suspicion. Trust has to be managed so that people are protected against all predators.
As I read this horror story for the first time today, I was struck as always by these incidents about their similarity with respect to characteristics to what has been done to me for the past 12 years and two months 24/7/365 since mid-August 1998. I've related this to the television programme "Criminal Minds" which portrays the FBI's Behavioural Analysis Unit (BAU) in its pursuit of serial killers who kidnap, torture, rape and murder writing about the similarities between my experience and what is being portrayed in "Criminal Minds."
Reading about Colonel Williams is like reading the synopsis of a "Criminal Minds" plot where the serial killers gain information about victims and are able to carry out torture, rape and murder crimes. I'm thinking about the episode near the beginning of the series where a computer repair guy gains access to homes by repairing computers remotely thus enabling him to look through the local video camera feed. The characteristics of the various programmes revolve around the psychological profiling of these criminals so that the BAU can identify them and stop their crimes.
I've been studiously gathering information about what has been done to me for 12+ years 24/7/356 and communicating as much of it as is relevant and practicable to those in many different positions of authority so that the problems I am experiencing can be addressed properly and stopped under the democratic rule of law. The psychological characteristics and actions of those using the surveillance technology parallel those of the criminals portrayed in "Criminal Minds" and elsewhere.
I've been subjected to intense sexually sadistic abuse for 12+ years 24/7/365 by those whom I reported for child abuse and others using surveillance technology as a means to have complete information about me in order to carry out a whole catalogue of crimes against me including false imprisonment, torture, interrogation, surreptitious medication, medical experimentation, surveillance technology R&D and attempted murder so far with grievous bodily harm with intent already committed.
Every case's circumstances are unique and individual to that case, but the characteristics of what is done and the characteristics of the perpetrators share common ground. This enables those in fictional representations such as the BAU in “Criminal Minds” to identify suspects and apprehend perpetrators. In this situation the abuse of surveillance technology and the manufacture of extreme allegations against me enabled those abusing it to gain the interest and participation of a wide spectrum of people across numerous government departments as well as the general public including tenants/residents in this environment.
Their continuous attacks against me as being “potty,” “psychotic” and “sick” enable them to deflect attention away from themselves and onto me by projecting these and other characteristics so that other people would think that they were actually participating in a valid exercise of identifying problems which needed to be addressed. However, these were not valid problems. They did not exist. All the allegations were false and remain so. All these people were actually participating in extensive criminal activity including torture and attempted murder but failed to recognise it or, if they did, to do anything about it. I suspect many were sadistically disposed and quite willing to go along whatever the pretext.
The relevant point between my situation and the Colonel Williams case is that neither position nor socio economic status matters. In most cases those who are criminally disposed to serious crimes are portrayed as coming from the social underclass, but that is not the criteria which needs to be examined. It's the psychological characteristics of the individual regardless of class and/or position which derives from both nature and nurture that creates character and personality. It's the ability to judge these properly that enables the correct assessment of a situation and to be on guard against those who would abuse trust in any position.
There is trust involved with the use of surveillance technology just as there is trust involved with being a military base commander. Each of these situations involves intimate information about the activities of people which can be abused. People are made vulnerable by a violation of that trust. No one person can have exclusive access to this information without some means of management control.
In my situation such lack of control is quite obvious since those using the surveillance technology are the same people and have been for all these years 24/7/365. They are free to abuse in anyway they choose and to “cook the books” because they are always here with the surveillance technology to know all that I do in order to counter what I document and report to protect themselves against being caught.
Colonel Williams was noted as saying that he killed the two women because he did not want to get caught. He did not want the crimes against them which included burglary beforehand to become known since he had carried out 80+ of these burglaries. He thus made certain they could not talk. The same is taking place here by those with the surveillance technology only they have to engage in a much wider and more complex effort to silence me by attacking me personally with false allegations and false negative characterisations to put everyone off me as well as gain their full cooperation against me.
They seek to murder me either directly or by having me commit suicide as a result of the endless torture abuse that goes on 24/7/365 second-by-second which has occurred for 12+ years involving a significant number of people all the time. At the same time they seek either the police or the NHS to arrest or hospitalise me for a crime or for being mentally ill. They seek to manufacture allegations toward these objectives. Finally, they need to destroy all the information that I have accumulated during the past 12+ years 24/7/356 which documents all that has been done second-by-second so that they can say what they please without having to deal with exculpatory evidence.
While this is not serial crimes in a conventional sense carried out over time against different victims, the serious crimes are carried out against me by repeating them over and over while at the same time actually carrying out the same abuse crimes against those who participate because these people change as time goes by. The sadistic sexual abuse against me is a rolling wheel that is repeated over and over along with other elements of torture abuse intended to grind down and eventually crush. These are serial crimes against one person, but those who participate change. They are equally abused and thus are victims as well of ongoing serial criminal activity.
These victims include those in organisations of government or tenants/residents of this environment. The latter turnover in tenants/residents brings in fresh victims as challenges to get them involved in the criminal activity. The same applies to those in various government organisations who change over time or because the organisations change. They all participate in the surveillance activity because it is fascinating, and they can spy totally on another human being. Some even engage in the set up activity which enables this surveillance abuse to be perpetuated for all these 12+ years that still continues as I write.
One cannot look at socio economic class as a factor in determining the character disposition to sadism, brutality and serious crimes. It depends upon the psychological character of the individual and cuts across class distinctions. Thus, there are military officers involved in perpetuating this crime (Colonel Vine USMC Ret, Lt Harry Bird USMC Ret and others) as well as the child abusers whom I reported for child abuse in May 1998. This is what the terrible case of Colonel Williams in Canada helps us to realise. At the same time all those who come along from various backgrounds and positions of authority who participate in the surveillance technology abuse can be seen in the same light.
Those like Lt Harry Bird USMC Ret and the child abusing mother who wish to manipulate others as they do can get away with it for this reason which is why this surveillance torture abuse has carried on for 12+ years without ever being stopped. It is necessary to focus on the essence of what constitutes serious crimes including false imprisonment, torture, attempted murder, grievous bodily harm with intent and the perversion of the course of justice carried out with the use of surveillance technology as well as being able to see crimes such as sexually perverted burglary, kidnapping, torture, rape and murder as constituting the same criminal activity. This has not been done as can be seen in the fact that the surveillance has been allowed to continue unchecked for 12+ years and still goes on.
“Rape without penetration” is a most important consideration to be studied and understood carefully. While we can all understand the conventional rape that Colonel Williams carried out on his captives, rape without penetration is not self evident in my situation. I was first made aware of this again as a result of “Criminal Minds” where a captive victim was kept in a cage but subjected to “rape without penetration.”
Criminal Minds' "Extreme Aggressor" & Surveillance Picarist: rape without penetration
“Criminal Minds” used a special word for this, Picarist, but this is precisely what I believe is occurring from those using the surveillance technology against me when they make false sexual allegations against me continuously. They are carrying out “rape without penetration” by holding me captive with surveillance technology as if I was in a cage and bringing in many other people to both abuse with these false allegations and/or watch the effect of such false allegations on me. This has increased in frequency of late with more people directly involved in this sexual sadistic abuse from different locations surrounding my flat.
Colonel Williams bound his victims to keep them captive. He transported one of them to his home to continue the captivity under his complete power and control while engaging in sadistic torture, his violent crimes and various perversions until he killed them. I believe that if he was not caught, these would have gone on and gotten worse with each new victim until he was caught.
Captivity is not consciously correlated with surveillance domination and control, but that is precisely what is happening in my situation. I am held imprisoned by the surveillance technology and stalked and abused with it wherever I go letting me know that I can never get away from it. At the same time I am subjected to complete domination and control by those using it who can carry out torture at any time they wish. Their torture also includes “rape without penetration” by their false sexually explicit, sadistic abuse.
Considering the fact that I am subjected to being killed at any time, this is the same situation that is exhibited by Colonel Williams' murders. I believe that the ability to invade someone's home and privacy totally with surveillance technology is the same as a physical burglary. While Colonel Williams carried out 82 burglaries for perverse objectives, the same can be done with surveillance technology where the perpetrators will never be caught. Colonel Williams knew when his potential burglary victims would not be home by virtue of his position of trust as base commander who had access to their schedules. This is why such crimes with surveillance technology should be considered in the same manner as relating to the the abrogation of trust by its abuse.
Just as with Colonel Williams who graduated from four score burglaries to abduction, torture, rape and murder, those using surveillance technology against me will graduate to more serious criminal abuses with it as time and success allow. People who would do this in the first place are disposed to ever increasing abuses. Just as the perversions of Colonel Williams graduated to very extreme crimes, the abuses of those using the surveillance technology will also graduate to very extreme crimes.
However, in the case of the surveillance technology abuse I have had the opportunity to document, report and attempt to stop these crimes before they go on to become very extreme ones in the future. This is another reason Lt Harry Bird USMC Ret, the mother of the abused children and others seek to stop my activity so that they will not be stopped and can continue with their ever increasing criminal activity.
It is time that surveillance technology use be subjected to rigorous management control to prevent its abuse as a weapon for the serial criminal to carry out crimes indefinitely which are not readily discernible to others because they are manipulated by the criminal as is occurring here.
Under no circumstances can anyone be allowed to use surveillance technology exclusively and continuously as they are in this environment to completely dominate and control a situation. Characteristics of behaviour need to be recognised for what they are and quiite independent of socio economic class. Colonel Williams is no different from Colonel Vine USMC Ret or Lt Harry Bird USMC Ret who have violated positions of trust in the extreme to carry out terrible abuse.

Just as described on programmes like "Criminal Minds," he started with his serial burglaries that were sexually oriented for two years from Sep 2007 to Sep 2009 when he also committed two sexual assaults with confinement.
As the burglaries continued, he committed his two torture and rape murders at the end of October 2009 and end of January 2010. His burglaries stopped after the first torture rape murder at the end of October according to the charges. He was caught within ten days of the last one by tyre and boot treads left at the scene.

This is why crimes like the burglaries need to be solved when they happen to prevent this kind of personality from going off the deep end. The more he did the worse he got. He could not stop. I wonder what triggered his burglaries in Sep 2007? It is most important to report all crimes when they happen no matter what they are and be careful of those who fake allegations against another to hide their serious crimes.
The horror of this serial killer's ability to carry out his crimes derived from access to information about everyone because he was the base commander. This senior Canadian military officer carried out 82 sexually perverted burglaries and two torture, rape, kidnap murders filming and photographing all of them. This crime reflects an unimaginable horror quite beyond words which shows that no one is above suspicion. Trust has to be managed so that people are protected against all predators.
As I read this horror story for the first time today, I was struck as always by these incidents about their similarity with respect to characteristics to what has been done to me for the past 12 years and two months 24/7/365 since mid-August 1998. I've related this to the television programme "Criminal Minds" which portrays the FBI's Behavioural Analysis Unit (BAU) in its pursuit of serial killers who kidnap, torture, rape and murder writing about the similarities between my experience and what is being portrayed in "Criminal Minds."
Reading about Colonel Williams is like reading the synopsis of a "Criminal Minds" plot where the serial killers gain information about victims and are able to carry out torture, rape and murder crimes. I'm thinking about the episode near the beginning of the series where a computer repair guy gains access to homes by repairing computers remotely thus enabling him to look through the local video camera feed. The characteristics of the various programmes revolve around the psychological profiling of these criminals so that the BAU can identify them and stop their crimes.
I've been studiously gathering information about what has been done to me for 12+ years 24/7/356 and communicating as much of it as is relevant and practicable to those in many different positions of authority so that the problems I am experiencing can be addressed properly and stopped under the democratic rule of law. The psychological characteristics and actions of those using the surveillance technology parallel those of the criminals portrayed in "Criminal Minds" and elsewhere.
I've been subjected to intense sexually sadistic abuse for 12+ years 24/7/365 by those whom I reported for child abuse and others using surveillance technology as a means to have complete information about me in order to carry out a whole catalogue of crimes against me including false imprisonment, torture, interrogation, surreptitious medication, medical experimentation, surveillance technology R&D and attempted murder so far with grievous bodily harm with intent already committed.
Every case's circumstances are unique and individual to that case, but the characteristics of what is done and the characteristics of the perpetrators share common ground. This enables those in fictional representations such as the BAU in “Criminal Minds” to identify suspects and apprehend perpetrators. In this situation the abuse of surveillance technology and the manufacture of extreme allegations against me enabled those abusing it to gain the interest and participation of a wide spectrum of people across numerous government departments as well as the general public including tenants/residents in this environment.
Their continuous attacks against me as being “potty,” “psychotic” and “sick” enable them to deflect attention away from themselves and onto me by projecting these and other characteristics so that other people would think that they were actually participating in a valid exercise of identifying problems which needed to be addressed. However, these were not valid problems. They did not exist. All the allegations were false and remain so. All these people were actually participating in extensive criminal activity including torture and attempted murder but failed to recognise it or, if they did, to do anything about it. I suspect many were sadistically disposed and quite willing to go along whatever the pretext.
The relevant point between my situation and the Colonel Williams case is that neither position nor socio economic status matters. In most cases those who are criminally disposed to serious crimes are portrayed as coming from the social underclass, but that is not the criteria which needs to be examined. It's the psychological characteristics of the individual regardless of class and/or position which derives from both nature and nurture that creates character and personality. It's the ability to judge these properly that enables the correct assessment of a situation and to be on guard against those who would abuse trust in any position.
There is trust involved with the use of surveillance technology just as there is trust involved with being a military base commander. Each of these situations involves intimate information about the activities of people which can be abused. People are made vulnerable by a violation of that trust. No one person can have exclusive access to this information without some means of management control.
In my situation such lack of control is quite obvious since those using the surveillance technology are the same people and have been for all these years 24/7/365. They are free to abuse in anyway they choose and to “cook the books” because they are always here with the surveillance technology to know all that I do in order to counter what I document and report to protect themselves against being caught.
Colonel Williams was noted as saying that he killed the two women because he did not want to get caught. He did not want the crimes against them which included burglary beforehand to become known since he had carried out 80+ of these burglaries. He thus made certain they could not talk. The same is taking place here by those with the surveillance technology only they have to engage in a much wider and more complex effort to silence me by attacking me personally with false allegations and false negative characterisations to put everyone off me as well as gain their full cooperation against me.
They seek to murder me either directly or by having me commit suicide as a result of the endless torture abuse that goes on 24/7/365 second-by-second which has occurred for 12+ years involving a significant number of people all the time. At the same time they seek either the police or the NHS to arrest or hospitalise me for a crime or for being mentally ill. They seek to manufacture allegations toward these objectives. Finally, they need to destroy all the information that I have accumulated during the past 12+ years 24/7/356 which documents all that has been done second-by-second so that they can say what they please without having to deal with exculpatory evidence.
While this is not serial crimes in a conventional sense carried out over time against different victims, the serious crimes are carried out against me by repeating them over and over while at the same time actually carrying out the same abuse crimes against those who participate because these people change as time goes by. The sadistic sexual abuse against me is a rolling wheel that is repeated over and over along with other elements of torture abuse intended to grind down and eventually crush. These are serial crimes against one person, but those who participate change. They are equally abused and thus are victims as well of ongoing serial criminal activity.
These victims include those in organisations of government or tenants/residents of this environment. The latter turnover in tenants/residents brings in fresh victims as challenges to get them involved in the criminal activity. The same applies to those in various government organisations who change over time or because the organisations change. They all participate in the surveillance activity because it is fascinating, and they can spy totally on another human being. Some even engage in the set up activity which enables this surveillance abuse to be perpetuated for all these 12+ years that still continues as I write.
One cannot look at socio economic class as a factor in determining the character disposition to sadism, brutality and serious crimes. It depends upon the psychological character of the individual and cuts across class distinctions. Thus, there are military officers involved in perpetuating this crime (Colonel Vine USMC Ret, Lt Harry Bird USMC Ret and others) as well as the child abusers whom I reported for child abuse in May 1998. This is what the terrible case of Colonel Williams in Canada helps us to realise. At the same time all those who come along from various backgrounds and positions of authority who participate in the surveillance technology abuse can be seen in the same light.
Those like Lt Harry Bird USMC Ret and the child abusing mother who wish to manipulate others as they do can get away with it for this reason which is why this surveillance torture abuse has carried on for 12+ years without ever being stopped. It is necessary to focus on the essence of what constitutes serious crimes including false imprisonment, torture, attempted murder, grievous bodily harm with intent and the perversion of the course of justice carried out with the use of surveillance technology as well as being able to see crimes such as sexually perverted burglary, kidnapping, torture, rape and murder as constituting the same criminal activity. This has not been done as can be seen in the fact that the surveillance has been allowed to continue unchecked for 12+ years and still goes on.
“Rape without penetration” is a most important consideration to be studied and understood carefully. While we can all understand the conventional rape that Colonel Williams carried out on his captives, rape without penetration is not self evident in my situation. I was first made aware of this again as a result of “Criminal Minds” where a captive victim was kept in a cage but subjected to “rape without penetration.”
Criminal Minds' "Extreme Aggressor" & Surveillance Picarist: rape without penetration
“Criminal Minds” used a special word for this, Picarist, but this is precisely what I believe is occurring from those using the surveillance technology against me when they make false sexual allegations against me continuously. They are carrying out “rape without penetration” by holding me captive with surveillance technology as if I was in a cage and bringing in many other people to both abuse with these false allegations and/or watch the effect of such false allegations on me. This has increased in frequency of late with more people directly involved in this sexual sadistic abuse from different locations surrounding my flat.
Colonel Williams bound his victims to keep them captive. He transported one of them to his home to continue the captivity under his complete power and control while engaging in sadistic torture, his violent crimes and various perversions until he killed them. I believe that if he was not caught, these would have gone on and gotten worse with each new victim until he was caught.
Captivity is not consciously correlated with surveillance domination and control, but that is precisely what is happening in my situation. I am held imprisoned by the surveillance technology and stalked and abused with it wherever I go letting me know that I can never get away from it. At the same time I am subjected to complete domination and control by those using it who can carry out torture at any time they wish. Their torture also includes “rape without penetration” by their false sexually explicit, sadistic abuse.
Considering the fact that I am subjected to being killed at any time, this is the same situation that is exhibited by Colonel Williams' murders. I believe that the ability to invade someone's home and privacy totally with surveillance technology is the same as a physical burglary. While Colonel Williams carried out 82 burglaries for perverse objectives, the same can be done with surveillance technology where the perpetrators will never be caught. Colonel Williams knew when his potential burglary victims would not be home by virtue of his position of trust as base commander who had access to their schedules. This is why such crimes with surveillance technology should be considered in the same manner as relating to the the abrogation of trust by its abuse.
Just as with Colonel Williams who graduated from four score burglaries to abduction, torture, rape and murder, those using surveillance technology against me will graduate to more serious criminal abuses with it as time and success allow. People who would do this in the first place are disposed to ever increasing abuses. Just as the perversions of Colonel Williams graduated to very extreme crimes, the abuses of those using the surveillance technology will also graduate to very extreme crimes.
However, in the case of the surveillance technology abuse I have had the opportunity to document, report and attempt to stop these crimes before they go on to become very extreme ones in the future. This is another reason Lt Harry Bird USMC Ret, the mother of the abused children and others seek to stop my activity so that they will not be stopped and can continue with their ever increasing criminal activity.
It is time that surveillance technology use be subjected to rigorous management control to prevent its abuse as a weapon for the serial criminal to carry out crimes indefinitely which are not readily discernible to others because they are manipulated by the criminal as is occurring here.
Under no circumstances can anyone be allowed to use surveillance technology exclusively and continuously as they are in this environment to completely dominate and control a situation. Characteristics of behaviour need to be recognised for what they are and quiite independent of socio economic class. Colonel Williams is no different from Colonel Vine USMC Ret or Lt Harry Bird USMC Ret who have violated positions of trust in the extreme to carry out terrible abuse.

50% Budget Cut: Social-Housing-For-Life Is A Brutal Ghetto

I've lived in the [Estate] since 13th May 1996 and have been subjected to intense surveillance abuse from mid-August 1998 by those in an adjacent flat I reported for child abuse. They are still doing this 12 years and two months later in an effort to drive me out of my home or have me removed so that the mother of the abused children can take over my home.
I've been on benefits the entire 14 years and five months and unable to get out of this situation because of the extreme abuse which perpetuates the need for benefits. Without any privacy and confidentiality I cannot do anything that is not abused. Those using the surveillance technology are not on benefits, and the mother of the abused children is the daughter of the former tenant in the adjacent flat where the child abuse took place.
They have institutionalised child and adult abuse with tenant management in charge in this environment and have been allowed to carry on with the criminalisation of surveillance technology unstopped creating antisocial and criminal behaviour as the standard in this environment. As a result, tenant management has been destroyed but allowed to persist to cover up its crimes and protect all those involved. The surveillance technology was instrumental in obtaining tenant management for the future.
Generally speaking social housing is a disaster with those remaining in charge through tenant management now fighting the Kensington & Chelsea Council through the local Labour Councillors of this ward to make certain that a long overdue and sorely needed secondary school for some 1200 students in North Kensington does not encroach on their "lifetime" homes.
Complete reform of social housing is needed to end the ghetto enclaves into which they have developed. The neediest require a housing safety net, but those who are entrenched cannot be allowed to abuse and seek to stall development for their own "lifetime" taxpayer subsidised social housing. These people are affluent.
Drastic changes are required, and the sooner they arrive the sooner the neediest can be served while the affluent who wield surveillance technology and clout through elected officials can be stopped. They do not manage the Estate in the overall interest of everyone but for their own benefit.

GCHQ Director Iain Lobban speaks out about risk and threat which also includes fundamental functioning of the UK as it does for any other country and the world. While he doesn't explicitly note Toxic Surveillance, he edges close it: It is most unusual to hear from him, and he addresses a critically important problem.
"While 80% of the threat to government systems could be dealt with through good information assurance practice - such as keeping security "patches" up to date - the remaining 20% was more complex and could not simply be solved by building "higher and higher" security walls." GCHQ relied upon that reporting from the office where I worked then. It will have to rely on that same reporting today by focusing on the content's validity. MI5 & Police Responsible For 7/7 London Bombers Tracking Failure

21st May 2010: "Coroner Lady Justice Hallett rules that the inquests into the deaths of those killed in the [7/7] attacks should scrutinise alleged failings by police and the security services."
7th July 2005: "Suicide bombers Mohammed Sidique Khan, 30, Shehzad Tanweer, 22, Hasib Hussain, 18, and Jermaine Lindsay, 19, meet at Luton station."
11th May 2006: "A report by the Parliamentary Intelligence and Security Committee (ISC) reveals that Khan and Tanweer were known to MI5 before the bombings but were not fully investigated because the Security Service had more pressing priorities."
19th May 2009: "A second ISC report discloses greater detail about what MI5 and the police knew about the bombers ahead of the attacks."
"Khan was photographed attending a suspected terrorist training camp in 2001 and was followed on several occasions in 2003 and 2004 by officers investigating Omar Khyam, the mastermind behind a foiled fertiliser bomb plot."

Starting in February 2001 Colonel Vine USMC Ret and Lt Harry Bird USMC Ret arrived in the UK heading for North Kensington, London, where they set up surveillance shop against me joining an already existing programme that had been under way 24/7/365 for 2.5 years.
They brought the most sophisticated surveillance ever known to human civilisation to use against me 24/7/365 faking an extensive number of allegations against me to perpetuate their false imprisonment, medical experimentation, surveillance R&D, torture and execution against me. The latter has so far not occurred.
This massive fraud was knowingly supported and sustained by Metropolitan Police officers "Paul Winston" and "Mike" who actively participated in the torture abuse. At that time surveillance in Kensington & Chelsea was headed by Bob Quick who was also driving the most expensive surveillance operation ever here against Ali Dizaei that eventually flopped in court. Bob Quick went on to head the Met's Anti-Terror Unit which was Special Branch with a name change.
I concluded from my experience that they faked it because they could not do a proper job and had the power to do as they pleased in the community carrying out abuse at will making up whatever they wanted to torture the innocent such as myself in order to move up the chain of command to higher rewards. Thus, they wasted a huge amount of resources in terms of money. time and personnel in my direct experience, and I concluded that they made a major contribution to the 7/7 terrorist attack.
To the best of my recollection I wrote a letter to MI5's Director-General in the first half of 2005 informing Lady Mannheim-Buller of this travesty of democratic justice and waste of resources which was not stopped then or at any time since.
This Toxic Surveillance has gone on without a second's respite for 12 years and two months 24/7/365 since mid-August 1998 to the present writing. I will be willing to testify about this experience if Lady Justice Hallett would like to hear what I have to say since she is emphasising the inability of MI5 and police to cope from 2001 to 2005 and track these terrorist when they became known.

Kitty Genovese: Truth About Witnessing & Reporting Crime

The above possible terrorist threat reporting effort described by Jeff Stein in his Washington Post column has been growing on me for a couple days against the background of what I remembered concerning the apathy surrounding the Kitty Genovese murder reported in the 1960s and my own experience since 1996 after witnessing an apparent rape and attempted murder which I reported as it occurred without results.
Phil Ochs song "Outside of a Small Circle of Friends" about apathy starts off with a take on the 1964 murder of Kitty Genovese. He goes on with other verses as well.

On the last Monday evening of August 1996, the day of the Notting Hill Carnival that year, I witnessed the apparent rape and attempted murder of a young women from my kitchen window. When I saw her standing in the middle of a crowd that looked ugly, I called the police immediately then watched what happened as the police failed to arrive at the scene.
Many people passed by avoiding the scene. There was a stream of them coming along this route because a Tube Station had been closed, and they were seeking the open one nearby. Vehicles were driving by, but no one stopped. One paused apparently to see if she was all right after the attempted murder.
The police arrived down the road but did not come here. I could see their flashing lights. There were Carnival related traffic problems that should not have been. If the police had arrived, they could have prevented the apparent rape and attempted murder that occurred.
I did call the police again but was given a run around by the emergency operator. Since they were departing by this time, it was too late. I told the emergency operator that and hung up. I sent a long fax to the Metropolitan Police Commissioner and local police station commander describing everything.
During the next couple of years, I reported another violent incident where the police did respond. I also figured out who was involved in the apparent rape and attempted murder. Then I reported child abuse in an adjacent flat in May 1998.
By mid-August 1998 I was the target of surveillance technology where those whom I reported for child abuse and those involved with the earlier incidents participated in an ongoing abuse activity against me using the surveillance technology as a weapon.
In February 2001 Colonel Vine USMC Ret, Lt Harry Bird USMC Ret and others arrived with their most sophisticated surveillance technology joining the child abusers and others involved in earlier crimes who had already been carrying out 2.5 years surveillance technology abuse which had been occurring 24/7/365 by that time. It goes on as of this writing over 12 years later.
It's not just apathy that we have as the problem, but the active involvement of the community in the crimes themselves by trying to cover them up and attack the person who reported them. This has turned into institutionalised abuse driven by surveillance technology under the operational control of the child abusing and viciously violent personalities.
Instead of solving the problem it has been allowed to persist and grow so that everyone is involved except the few who walk away perhaps too afraid to challenge and report it. The standards in society have inverted themselves starting at apathy and moving on to participation as accessories in the crimes and the abuse used to try to silence anyone who would report them. Society is sliding backwards, downhill and gaining momentum.
Two years ago in 2008 the nearby BBC Radio 4 broadcast the following programme:

They were discussing "Bystander Effect" and totally ignored the fact that the society in the UK as reflected by the nearby borough of Kensington & Chelsea had gone to a more extreme degree of criminality instead of countering crime. The BBC has studiously ignored what I have been bringing to their attention since 2000 now for ten years. They too have gone beyond apathy to aiding and abetting silence about crimes that persist coming from violent criminals who seek to silence those who would report the crimes.
Today the vigilante mob organised by tenant management around the police, NHS and other government organisations including elected officials and those in various positions of authority continues to make every effort to silence me. These organisations and people support and sustain the violent child and adult abusers in their attempt to discredit what I report by infantile name calling such as "potty," "psychotic" and "He's very sick."
All of this is based on a foundation of false allegations which they have developed during the past 12+ years in an effort to silence me in any brutal way they can get away with. Society has moved beyond Kitty Genovese to the extent that those watching from their windows would go out and help the murderer. Or, in the song the tow truck operator would stop and try to push the vehicles over the cliff. That is what has happened because no one is reporting the truth about what is really occurring in society today.

The above possible terrorist threat reporting effort described by Jeff Stein in his Washington Post column has been growing on me for a couple days against the background of what I remembered concerning the apathy surrounding the Kitty Genovese murder reported in the 1960s and my own experience since 1996 after witnessing an apparent rape and attempted murder which I reported as it occurred without results.

On the last Monday evening of August 1996, the day of the Notting Hill Carnival that year, I witnessed the apparent rape and attempted murder of a young women from my kitchen window. When I saw her standing in the middle of a crowd that looked ugly, I called the police immediately then watched what happened as the police failed to arrive at the scene.
Many people passed by avoiding the scene. There was a stream of them coming along this route because a Tube Station had been closed, and they were seeking the open one nearby. Vehicles were driving by, but no one stopped. One paused apparently to see if she was all right after the attempted murder.

US Moves on All Fronts to Counter World Security Threat

BBC News - "US will issue travel warning for Americans in Europe" Be vigilant while travelling in Europe due to an al-Qa'eda threat of a Mumbai-style attack.
Telegraph - "SAS officers warn that Britain is unprepared for a Mumbai-style attack" Resources have been wasted by Colonel Vine USMC Ret, Lt Harry Bird USMC Ret and many others' massive hoax from mid-August 1998 which they joined in February 2001.
US spends $10 billion on State Department security forces including those of dubious character such as Blackwater hidden away while it announces a travel advisory today for US citizens in Europe and former SAS senior officers explain that London is unprepared for a Mumbai-style attack.
What does this all mean after nearly a decade of US surveillance operations in London's North Kensington against me 24/7/365 since February 2001 as part of what I now believe to be what the Washington Post as recently dubbed Top Secret America? Here's a brief synopsis:
Events are emerging all at the same time, and it is a $10b mercenary army to be deployed around the world as US Embassy centred but protecting US citizens and their enterprise in light of a terrorist threat/attack. Now I see this top to bottom with a stunning coherence and similarity.
Blackwater(Xe) et al will be a core protective force that cannot be or is not mounted locally which includes London. The US is moving worldwide with a contractor military force in civilian areas. Two high ranking SAS officers stated that London is unprepared for a Mumbai-style attack:
They went further describing a prime target as the Docklands and Canary Wharf with its high rise office building that could turn into a slow motion 9/11 because London is not currently prepared to defend against such an attack launched from the Thames estuary. There sits the likes of Morgan Stanley and other US organisations as prime targets for such an invasion and attack.
The US appears to be moving swiftly with a known force to provide such security protection by the likes of Blackwater and others everywhere. The connection with the "CIA insiders" is also profound with the presence of Michael Hayden on the Kaseman board along with the others as described by Jeff Stein.
This enterprise reflected as "part of International Development Solutions (IDS)," won the contract "in a joint venture with Kaseman” is absolutely incredible if you know what is really happening on the ground already.
Top Secret America is truly beyond control and reflects a government within a government slowly taking over worldwide based on the terrorist threat.
Since February 2001 what I believe to now be TSA contractors in the form of Colonel Vine USMC Ret and Lt Harry Bird USMC Ret joined a UK 2.5-year 24/7/365 surveillance operation against me bringing the most sophisticated surveillance technology ever known. It can monitor and feedback to the human being completely in much the same way as it can monitor any electronic device including computer technology. It's based upon Tempest intercept of electromagnetic radiation emissions.
This came out of NSA after decades of use and, for me, explains why Michael Hayden moved from DIRNSA to DCI: SIGINT and HUMINT are now combined in practice, and the management of these two agencies reflected that by his move. If you examine TSA carefully, all the building methods and security reflect this fact of intelligence gathering.

What those at the top might say to placate the fears of those in the occupied countries at the top does not mean anything when the actions of those on the ground are completely different reflecting extreme brutality, menace and literally a "take over" as Blackwater has proven to be.
Rather than ignore the top nations of the world, they will be primary places of emphasis because a significant number of US citizens and large US organisations will be under threat. Expect to see these forces take over from local ones as has happened to me in London since February 2001.
