BBC News - Social housing budget 'to be cut in half' Can't come too soon to stop the social-housing-for-life ghetto brutality.
I've lived in the [Estate] since 13th May 1996 and have been subjected to intense surveillance abuse from mid-August 1998 by those in an adjacent flat I reported for child abuse. They are still doing this 12 years and two months later in an effort to drive me out of my home or have me removed so that the mother of the abused children can take over my home.
I've been on benefits the entire 14 years and five months and unable to get out of this situation because of the extreme abuse which perpetuates the need for benefits. Without any privacy and confidentiality I cannot do anything that is not abused. Those using the surveillance technology are not on benefits, and the mother of the abused children is the daughter of the former tenant in the adjacent flat where the child abuse took place.
They have institutionalised child and adult abuse with tenant management in charge in this environment and have been allowed to carry on with the criminalisation of surveillance technology unstopped creating antisocial and criminal behaviour as the standard in this environment. As a result, tenant management has been destroyed but allowed to persist to cover up its crimes and protect all those involved. The surveillance technology was instrumental in obtaining tenant management for the future.
Generally speaking social housing is a disaster with those remaining in charge through tenant management now fighting the Kensington & Chelsea Council through the local Labour Councillors of this ward to make certain that a long overdue and sorely needed secondary school for some 1200 students in North Kensington does not encroach on their "lifetime" homes.
Complete reform of social housing is needed to end the ghetto enclaves into which they have developed. The neediest require a housing safety net, but those who are entrenched cannot be allowed to abuse and seek to stall development for their own "lifetime" taxpayer subsidised social housing. These people are affluent.
Drastic changes are required, and the sooner they arrive the sooner the neediest can be served while the affluent who wield surveillance technology and clout through elected officials can be stopped. They do not manage the Estate in the overall interest of everyone but for their own benefit.

GCHQ Director Iain Lobban speaks out about risk and threat which also includes fundamental functioning of the UK as it does for any other country and the world. While he doesn't explicitly note Toxic Surveillance, he edges close it: It is most unusual to hear from him, and he addresses a critically important problem.
"While 80% of the threat to government systems could be dealt with through good information assurance practice - such as keeping security "patches" up to date - the remaining 20% was more complex and could not simply be solved by building "higher and higher" security walls." He will have to listen to the complaints of people like me. Reports that I generated at USAF Security Service HQ from March 1962 to October 1963 were copied to GCHQ. GCHQ relied upon that reporting from the office where I worked then. It will have to rely on that same reporting today by focusing on the content's validity. How does one send anything to GCHQ anyway these days?

MI5 & Police Responsible For 7/7 London Bombers Tracking Failure

21st May 2010: "Coroner Lady Justice Hallett rules that the inquests into the deaths of those killed in the [7/7] attacks should scrutinise alleged failings by police and the security services."
7th July 2005: "Suicide bombers Mohammed Sidique Khan, 30, Shehzad Tanweer, 22, Hasib Hussain, 18, and Jermaine Lindsay, 19, meet at Luton station."
11th May 2006: "A report by the Parliamentary Intelligence and Security Committee (ISC) reveals that Khan and Tanweer were known to MI5 before the bombings but were not fully investigated because the Security Service had more pressing priorities."
19th May 2009: "A second ISC report discloses greater detail about what MI5 and the police knew about the bombers ahead of the attacks."
"Khan was photographed attending a suspected terrorist training camp in 2001 and was followed on several occasions in 2003 and 2004 by officers investigating Omar Khyam, the mastermind behind a foiled fertiliser bomb plot."

Starting in February 2001 Colonel Vine USMC Ret and Lt Harry Bird USMC Ret arrived in the UK heading for North Kensington, London, where they set up surveillance shop against me joining an already existing programme that had been under way 24/7/365 for 2.5 years.
They brought the most sophisticated surveillance ever known to human civilisation to use against me 24/7/365 faking an extensive number of allegations against me to perpetuate their false imprisonment, medical experimentation, surveillance R&D, torture and execution against me. The latter has so far not occurred.
This massive fraud was knowingly supported and sustained by Metropolitan Police officers "Paul Winston" and "Mike" who actively participated in the torture abuse. At that time surveillance in Kensington & Chelsea was headed by Bob Quick who was also driving the most expensive surveillance operation ever here against Ali Dizaei that eventually flopped in court. Bob Quick went on to head the Met's Anti-Terror Unit which was Special Branch with a name change.
I concluded from my experience that they faked it because they could not do a proper job and had the power to do as they pleased in the community carrying out abuse at will making up whatever they wanted to torture the innocent such as myself in order to move up the chain of command to higher rewards. Thus, they wasted a huge amount of resources in terms of money. time and personnel in my direct experience, and I concluded that they made a major contribution to the 7/7 terrorist attack.
To the best of my recollection I wrote a letter to MI5's Director-General in the first half of 2005 informing Lady Mannheim-Buller of this travesty of democratic justice and waste of resources which was not stopped then or at any time since.
This Toxic Surveillance has gone on without a second's respite for 12 years and two months 24/7/365 since mid-August 1998 to the present writing. I will be willing to testify about this experience if Lady Justice Hallett would like to hear what I have to say since she is emphasising the inability of MI5 and police to cope from 2001 to 2005 and track these terrorist when they became known.

Kitty Genovese: Truth About Witnessing & Reporting Crime

The above possible terrorist threat reporting effort described by Jeff Stein in his Washington Post column has been growing on me for a couple days against the background of what I remembered concerning the apathy surrounding the Kitty Genovese murder reported in the 1960s and my own experience since 1996 after witnessing an apparent rape and attempted murder which I reported as it occurred without results.
Phil Ochs song "Outside of a Small Circle of Friends" about apathy starts off with a take on the 1964 murder of Kitty Genovese. He goes on with other verses as well.
Here's a long account of the Kitty Genovese incident, its impact and the truth which emerged much, much later:

On the last Monday evening of August 1996, the day of the Notting Hill Carnival that year, I witnessed the apparent rape and attempted murder of a young women from my kitchen window. When I saw her standing in the middle of a crowd that looked ugly, I called the police immediately then watched what happened as the police failed to arrive at the scene.
Many people passed by avoiding the scene. There was a stream of them coming along this route because a Tube Station had been closed, and they were seeking the open one nearby. Vehicles were driving by, but no one stopped. One paused apparently to see if she was all right after the attempted murder.
The police arrived down the road but did not come here. I could see their flashing lights. There were Carnival related traffic problems that should not have been. If the police had arrived, they could have prevented the apparent rape and attempted murder that occurred.
I did call the police again but was given a run around by the emergency operator. Since they were departing by this time, it was too late. I told the emergency operator that and hung up. I sent a long fax to the Metropolitan Police Commissioner and local police station commander describing everything.
During the next couple of years, I reported another violent incident where the police did respond. I also figured out who was involved in the apparent rape and attempted murder. Then I reported child abuse in an adjacent flat in May 1998.
By mid-August 1998 I was the target of surveillance technology where those whom I reported for child abuse and those involved with the earlier incidents participated in an ongoing abuse activity against me using the surveillance technology as a weapon.
In February 2001 Colonel Vine USMC Ret, Lt Harry Bird USMC Ret and others arrived with their most sophisticated surveillance technology joining the child abusers and others involved in earlier crimes who had already been carrying out 2.5 years surveillance technology abuse which had been occurring 24/7/365 by that time. It goes on as of this writing over 12 years later.
It's not just apathy that we have as the problem, but the active involvement of the community in the crimes themselves by trying to cover them up and attack the person who reported them. This has turned into institutionalised abuse driven by surveillance technology under the operational control of the child abusing and viciously violent personalities.
Instead of solving the problem it has been allowed to persist and grow so that everyone is involved except the few who walk away perhaps too afraid to challenge and report it. The standards in society have inverted themselves starting at apathy and moving on to participation as accessories in the crimes and the abuse used to try to silence anyone who would report them. Society is sliding backwards, downhill and gaining momentum.
Two years ago in 2008 the nearby BBC Radio 4 broadcast the following programme:

They were discussing "Bystander Effect" and totally ignored the fact that the society in the UK as reflected by the nearby borough of Kensington & Chelsea had gone to a more extreme degree of criminality instead of countering crime. The BBC has studiously ignored what I have been bringing to their attention since 2000 now for ten years. They too have gone beyond apathy to aiding and abetting silence about crimes that persist coming from violent criminals who seek to silence those who would report the crimes.
Today the vigilante mob organised by tenant management around the police, NHS and other government organisations including elected officials and those in various positions of authority continues to make every effort to silence me. These organisations and people support and sustain the violent child and adult abusers in their attempt to discredit what I report by infantile name calling such as "potty," "psychotic" and "He's very sick."
All of this is based on a foundation of false allegations which they have developed during the past 12+ years in an effort to silence me in any brutal way they can get away with. Society has moved beyond Kitty Genovese to the extent that those watching from their windows would go out and help the murderer. Or, in the song the tow truck operator would stop and try to push the vehicles over the cliff. That is what has happened because no one is reporting the truth about what is really occurring in society today.

US Moves on All Fronts to Counter World Security Threat

Telegraph - "SAS officers warn that Britain is unprepared for a Mumbai-style attack" Resources have been wasted by Colonel Vine USMC Ret, Lt Harry Bird USMC Ret and many others' massive hoax from mid-August 1998 which they joined in February 2001.
US spends $10 billion on State Department security forces including those of dubious character such as Blackwater hidden away while it announces a travel advisory today for US citizens in Europe and former SAS senior officers explain that London is unprepared for a Mumbai-style attack.
What does this all mean after nearly a decade of US surveillance operations in London's North Kensington against me 24/7/365 since February 2001 as part of what I now believe to be what the Washington Post as recently dubbed Top Secret America? Here's a brief synopsis:
Events are emerging all at the same time, and it is a $10b mercenary army to be deployed around the world as US Embassy centred but protecting US citizens and their enterprise in light of a terrorist threat/attack. Now I see this top to bottom with a stunning coherence and similarity.
Blackwater(Xe) et al will be a core protective force that cannot be or is not mounted locally which includes London. The US is moving worldwide with a contractor military force in civilian areas. Two high ranking SAS officers stated that London is unprepared for a Mumbai-style attack:
They went further describing a prime target as the Docklands and Canary Wharf with its high rise office building that could turn into a slow motion 9/11 because London is not currently prepared to defend against such an attack launched from the Thames estuary. There sits the likes of Morgan Stanley and other US organisations as prime targets for such an invasion and attack.
The US appears to be moving swiftly with a known force to provide such security protection by the likes of Blackwater and others everywhere. The connection with the "CIA insiders" is also profound with the presence of Michael Hayden on the Kaseman board along with the others as described by Jeff Stein.
This enterprise reflected as "part of International Development Solutions (IDS)," won the contract "in a joint venture with Kaseman” is absolutely incredible if you know what is really happening on the ground already.
Top Secret America is truly beyond control and reflects a government within a government slowly taking over worldwide based on the terrorist threat.
Since February 2001 what I believe to now be TSA contractors in the form of Colonel Vine USMC Ret and Lt Harry Bird USMC Ret joined a UK 2.5-year 24/7/365 surveillance operation against me bringing the most sophisticated surveillance technology ever known. It can monitor and feedback to the human being completely in much the same way as it can monitor any electronic device including computer technology. It's based upon Tempest intercept of electromagnetic radiation emissions.
This came out of NSA after decades of use and, for me, explains why Michael Hayden moved from DIRNSA to DCI: SIGINT and HUMINT are now combined in practice, and the management of these two agencies reflected that by his move. If you examine TSA carefully, all the building methods and security reflect this fact of intelligence gathering.
For almost a decade Colonel Vine USMC Ret (who travels) and Lt Harry Bird USMC Ret (who stays here 24/7/365) have literally taken over. I believe that this is exactly what will happen as the US State Department deploys its own security forces with the likes of Blackwater throughout its embassies.
What those at the top might say to placate the fears of those in the occupied countries at the top does not mean anything when the actions of those on the ground are completely different reflecting extreme brutality, menace and literally a "take over" as Blackwater has proven to be.
Rather than ignore the top nations of the world, they will be primary places of emphasis because a significant number of US citizens and large US organisations will be under threat. Expect to see these forces take over from local ones as has happened to me in London since February 2001.

Congressional Posturing Means Top Secret America Gets Further Beyond Control
Senate approves intelligence authorization bill
It's all electioneering show with the CIA used to deflect attention from the real issues some of which are mentioned by Jeff Stein like "no meaningful oversight of the spy agencies without control of their budgets through a fully empowered intelligence appropriations committee."
The whole issue emphasis is pushed in the wrong direction by the Senate Intelligence Committee completely ignoring the real threat and danger to the American people and everyone around the world. Every effort is being made by those who abuse surveillance technology against me to stop all my activity because I am accurately reporting what they are doing. Last night my Internet connection was stopped several times forcing me to reboot the computer and reset the router each time to get reconnected. A verbal comment was made "Do you want to do it again?" when it was stopped the final time.
This is censorship of the worst kind and keeps valuable information and comment that is descriptive and related to news articles including the FBI cheating on tests from being expressed. No wonder Congress and the media are in the dark. This is the TSA mushroom culture: keep 'em in the dark and covered with manure. That's probably abusive.

John le Carre's "Our Kind of Traitor"
John le Carre's new book "Our Kind of Traitor" (Penguin/Viking, 2010) is superb reflecting the essence of the Washington Post's Top Secret America but set entirely against the background of the UK's Secret Service (MI5). It's well worth reading.
"The terror thing, and the threat of civil unrest, were doing wonders for the private-security sector. Some of her very best ex-officers were earning twice as much as they'd earned in the Service and loving it." (p 123)
". . . We are suffering, as an ex-great nation, from top-down corporate rot. . . ." (p 119)
"What about the outsourcing of our Intelligence requirements to friendly companies, banks by no means excluded? We're not a crusade, Hector. We're not hired to rock the boat. We're here to help steer it. We're a Service." (p 175)
