Re Spring 2011 Issue of Emory Magazine
A letter about a letter re Bonnie S. Mandell-Rice, Broomfield, Colorado, comment about animal testing and using her imagination to consider ourselves being the focus of experiments by "aliens."
What you need to tackle sometime, somehow are the experiments being carried out on humans by humans in a far more unrestricted manner than anyone conceives.
The essence of your ethic's issue, I thought, was the focal point of the Presidential Commission for the Study of Bioethical Issues where James Wagner occupies the Vice Chair. Nothing could be more relevant to Emory and its overall educational process.
Because Emory Magazine introduced me to its existence I followed the Commission's hearings on 28th February and 1st March 2011 with a great deal of interest from London thanks to the Internet. I also made some submissions as well including the letter I sent you
I was struck by those 22 members of the public who appeared in the last 45 minutes on 1st March. When you understand the truth of what they said, it is most painful to hear.

These people put themselves into public view, open to ridicule and sought help because they were human guinea pigs currently being used as nonconsenting subjects for neuroscience research with horrible stories to tell. They were given only two minutes each. This was just more abuse for them.

Presidential Commission for the Study of Bioethical Issues Session 10: Public Comments 1st March 2011 St Regis Hotel Washington D.C.
When you realise that what was said by each and every person from this very diverse group is accurate (except for maybe the vapour trails from jet aircraft), you will begin to ask many questions.
The Commission faces an ethical dilemma: should it study the Guatemala experiments of 1947/8 in great detail as is occurring for dubious objectives or devote all resources necessary to address today's abuse of medical and scientific research as it applies to neuroscience?
The answer is, I believe, unfortunately, with the former and not the latter which will lead in due course to the Commission being considered useless and a waste of resources at a time when it could have done a meaningful job.
I am patiently waiting to see what course it takes after hearing these people plead for help that this Commission could provide.
Then I read James Wagner's comments "History and Wholeness" Wow! Will he have the courage to do as he describes others as having done not to remain blind or incapacitated when it comes to the horror of neuroscience experimentation being carried out today?
Slavery was an abomination and its aftermath a horror of social destruction. I've just been listening to Emmylou Harris' song "My Name is Emmett Till" on her just released new album "Hard Bargain." It's always wise to remind ourselves of what it was like in 1955 in Mississippi. But, have things changed?
All of the issues and problems that James Wagner associated with his excellent comments about slavery and confronting its issues as has occurred during the past 175 years of Emory's history all exist today. We are repeating history because we have not learned how to think properly.
We have not learned from history in a meaningful way nor have we advanced beyond slavery and abuse in the extreme which the technology of today has provided anew.
I've had almost 13 years of direct experience being subjected to 24/7/365 surveillance technology abuse which has sought and maintained a master/slave relationship by sadomasochistic means from the inescapable power of neuroscience based surveillance technology.
For the past decade this has involved neuroscience based surveillance technology since February 2001 carried out in a manner to imprison, torture, interrogate, experiment medically and engaged in surveillance R&D indefinitely until death occurs.
Those possessing this surveillance technology and using it in a most abusive manner are former US Marines who have permanently set up shop in North Kensington, London, at my home. This is part of a global activity.
After reading James Wagner's comments about slavery and Emory I call on him to allow each and every member of the public who wants to speak at the next session of the Commission's hearings at least ten minutes seated at the table to do so.
The horror of watching these people being treated like cattle at an auction for the slaughter by the Commission on 1st March 2011 was unbearable. I have not been able to look at the video of their treatment when they sought help since.
There was a whole afternoon available that could have been used. Surely, the Commission could have spent an afternoon of its time to hear from these people whose lives were destroyed and needed to tell their stories publicly so that everyone could benefit.
The Commission failed ethically at this point. There are new hearings coming up on the Wed & Thu, 18th & 19th of May 2011 in NYC with the same limited amount of time allowed for the public. There is a request for the public to apply to speak by 9th May 2011.
I urge the Commission through Dr Wagner to allow whoever wants to speak to be allowed to do so for ten minutes seated at a table, and that the Commission set aside the afternoon to hear them. After all, it's the public who is paying for this Commission.
Today we are on the brink of slavery that is unimaginable when compared with the past. The onus rests upon everyone to find out the truth and dig as deeply as possible to expose it all. This is what the Commission should be doing not investigating Guatemalan archives as important as they might be.
If Dr Wagner cannot get the Commission to pursue this vigorously, he should resign in protest and carry out this investigative work at Emory with the Board's approval. I am sure there are many grad students and faculty who would like to find out exactly what is happening for it is they who will be tarred by the neuroscience abuse brush when all of this becomes generally known.

Here are my comments about this article:
While an excellent, comprehensive article, there is a key factor totally missing that means the past and its experience are completely irrelevant to these positions. I call it Toxic Surveillance which is generally ignored and unreported to which I've been subjected 24/7/365 since February 2001. Without considering its existence on a global basis, the essence of what is happening in these government departments is being missed.
Tempest based Toxic Surveillance came out of decades of intelligence activity by the NSA. My belief is that Michael Hayden (an Air Force Lt General) moved from the NSA to CIA to introduce Toxic Surveillance which combines SIGINT with HUMINT. He spent a long time in these positions. That is significant. He is now in the private sector as a board director supplying personnel to the likes of the State Department for worldwide deployment of these contractors.
Moving Petraeus to CIA is moving more military into a key intelligence agency that was formerly civilian oriented because now its military intelligence and contractors are the ones most using and likely to use Toxic Surveillance. The NSA was originally formed to combine the intelligence activity of the military services. It's a simple command and control decision that has nothing to do with the past and everything to do with the future: military personnel are moving into key positions.
Panetta's move to the DoD has nothing to do with his past record and everything to do with his role as CIA Director moving into a Pentagon which will be oriented around intelligence and most especially Toxic Surveillance. He has the immediate experience for this. BTW the drones can fly with signal detection technology which makes them ideal for Toxic Surveillance. Instead of detecting mobile phone signals, brainwave electromagnetic radiation can be detected, identified, tracked and monitored with targeting if necessary in exactly the same way.
There is a whole ethical problem surrounding Toxic Surveillance which I've experienced for over a decade now. It is not just largely unknown but is also being kept secret while its research impact is popping up all over in the people who have been abused by it. I carry the sense of Petraeus as the person who lied effectively to attempt to cover up the torture from Iraq and elsewhere related to rendition and secret military prisons. Ethics is not in his character.
Col Ted Westhusing reportedly committed suicide in June 2005. He reported to Generals Fil and Petreaus and was unsuccessful in bringing corruption to their attention. He was rebuked in so many words by Fil. He had a PhD 2003 from Emory University and taught at West Point where he was buried. They all spoke about today's abuse. All of what each of them said I can agree with except the vapour trails from jets in the sky. Even the helicopters can be significant. But, these men and women reflecting many different backgrounds, ages, race and professions all told the same story which is not getting out generally. They pleaded for help. Will they get it?
These are the issues which are behind these appointments, I belive, that need close scrutiny and are getting none. Petraeus and Panetta are cover up artists, but the problem goes on. It will break out at some point. When? The military and the intelligence community are taking over including in civilian neighbourhoods as I've experienced for over a decade. This whole story needs to come out if democracy is to be preserved. I am shocked at these appointments by Barack Obama and seriously wonder if he knows what he is doing.

I believe that they killed Colonel Ted Westhausing and faked his note. They are making every effort to kill me off after over ten years too because I report the truth as I am doing here.

I see by the reply from the Home Office in response to my Email to the current Home Secretary that it has shown once again an ongoing “dysfunctional” and “not fit for purpose” character.
Enclosed is my reply to this response. The security of this nation is at stake which the Home Secretary is ignoring, or there is a dark subterfuge taking place. The facts supporting this contention are stated in the enclosed response.
The Home Secretary might very well be dealing with a group of people intent upon covering up its own misconduct during the 13 years of the former Labour government where the Home Office was afflicted with multiple Home Secretaries.
The ACPO secret police force paid by the taxpayer but not accountable to government is a case in point. Simon Watkin trying to cover up the surveillance technology abuse against me by attacking me personally while David Blunkett was Home Secretary as well as when one of his successors occupied that position is another.
They might have taken advantage of a blind David Blunkett, but Teresa May is not blind. Getting all the skeletons out of the closet sooner rather than later will keep this government from being tarred by the extreme abuses in which the former Labour government engaged.
There is a whole issue of the tail wagging the dog here that has to be explored including who is actually in charge of government in a democratic society. At present there is an alternate government which functions as a tyranny that eclipses the overall democratic government, and it is highly likely that its cover up goes to the top of the civil service bureaucracy.
It’s time for this government to show that this will not be tolerated, or it will be implicated in a manner like the former Labour government. Your notion about local government is destroyed by the abuse from Toxic Surveillance in this environment at the local level.

I find the following reply to my Email about the abuse of power and growth of Toxic Surveillance torture carried out indefinitely against me 24/7/365 since mid-August 1998 for 12 years and 8 months so far now to be fundamentally abusive in character and criminal in its dismissal of extreme criminal activity including torture, attempted murder and perverting the course of justice.
This reply indicates that the Home Office is an accessory to these and other crimes and indicates that it continues to be.
I will send you Emails as I deem appropriate about this extensive criminal activity carried out by the UK government which will then serve as evidence in my proceedings against you as evidence of your failures in this matter.
Incidentally, this Email reply originally garbled was the first reply I have had to my correspondence from this government, and your enclosure was also garbled here as you can see below. This does not inspire confidence in the ability of the Home Office to function even at the most rudimentary level of information processing.
The Home Office was characterised as "dysfunctional" and "unfit for purpose" by the former Home Secretary Charles Clarke before the House of Commons which led to its separation into two separate departments.
I see that this is still the case and the ongoing crime and failures to protect the public from the most serious of threats including terrorism continues unabated as a result of this extreme abuse of surveillance technology under the operational control of those whom I reported for child abuse in May 1998. This has resulted in institutionalised abuse in the community.
During this period London was bombed in the summer of 2005 when 52 were killed and 700+ injured on 7th July 2005 which was followed two weeks later by the "dud-bombers" in a similar pattern of activity on 21st July 2005.
These two groups of bombers crossed paths and were tracked but not followed up by the security and intelligence services due to a lack of resources which were being consumed by the massive abuse of surveillance against me while faking it in order to create the false image that something significant was being done.
First, the second group of "dud bombers" operated in an area whose epicentre was this location. They lived in flats in the Colville Road area to the east and had a bomb factory in a flat to the northwest.
Second, one bomber tried to detonate his bomb at the Shepherd's Bush Tube Station on the Hammersmith & City Line which is one stop away from this building (Lattimer Road Tube Station) at that time before the Wood Lane Tube stop was constructed.
Third, one of the bombers dumped his unexploded rucksack bomb in Wormwood Scrubs to the west of here just north of the BBC Television Centre.
All of these bombers went totally undetected by the security and intelligence services while huge amounts of false allegations where made against me to sustained the faked surveillance abuse.
Luton was also a centre point of crossing for these bombers and contact with others which was not tracked. As a result, a bomber who had lived and attended school in Luton for some nine years detonated a bomb in Sweden last December who was totally unknown and undetected by the security and intelligence services.
The December before that a would-be bomber had tried to ignite a bomb on an aircraft as it came into land in Detroit on Christmas Day 2009. He had been through the UK and was educated in London where he too was picked up and dropped by the security and intelligence services although his connections have turned out to be extremely important.
I predicted the risk for this bombing accurately based upon my direct experience of being falsely subjected to surveillance technology abuse and was precisely correct in identifying exactly who and what organisation in the US was responsible for failing to detect this bomber in 2009.
I wrote about this risk which was published before the attempted bombing occurred. I sent copies of my Email to the Editor of Columbia Magazine to Prime Minister Brown and President Obama at the end of July 2009 five months before the attempted bombing occurred.
They did not pay any attention to what I described as the precise risk in anti-terrorist activity which turned out to be precisely the reason this Christmas Day bombing occurred. I have published this in my blog just after that bombing attempt. Go read it if you're interested.
The Home Office is responsible for MI5 and the police including Special Branch that has morphed into the Anti-Terrorism unit at the Met. They have flubbed completely all these years including recently with the Luton bomber who went to Sweden. The Home Office is totally responsible for these failures.
I have sent you the most important information you will ever receive in your life, and you continue to disregard it and abuse me further in the process. This country is at serious risk because of those faking it with surveillance technology who take down the system for their own personal greed, glory and power. As a result, this country puts the world at risk.
You are no different from them by allowing this to go on and putting the UK and the world at risk because of your gross incompetence and deliberate disregard of the very factors which contribute to crime and terrorism by allowing the serious criminals and terrorists to exist without detection to carry out their dastardly deeds.
These are facts, and you are ignoring them all for your own image of the moment which will have devastating consequences for the UK as has already occurred in the past decade.
The Home Office is completely and totally clueless and willfully so remaining "dysfunctional" and "unfit for purpose".
You have the right and responsibility to intervene in all the issues I raise to ensure that the public is protected which you are not doing in the most horrendous manner possible.
How can it be that the Home Office completely missed the unaccountable and beyond control ACPO secret police espionage state for all those years after ACPO formed a private company in 1997/8 until it was exposed in court on 10th January 2011 by the collapse of a prosecution when the police officer involved stated he was going to testify for the defense?
Not only did those six people walk free as rightly they should have done, but some 20 convictions in the past are now under review as a result of the government creating the problem it was privately policing with a secret police apparatus outside government.
You can't tell me that the Home Office is functioning properly when I receive an Email like the one below in light of what has been happening in this country with respect to serious crime and serious threat to internal security outside government control, namely, that of the Home Office.
Why didn't the Home Office know about this private use of Metropolitan police officers for private and personal gain as is happening in this situation as I now write about it and has been happening since mid-August 1998 about which I've been writing all along? Do you think that there might be a connection?
You will be happy to note, I'm sure, that those carrying out the Toxic Surveillance are quite pleased with your reply which indicates that they can continue with their extra government activity without having to worry about proper government oversight by the Home Office.

There is a whole issue of the tail wagging the dog here that has to be explored including who is actually in charge of government in a democratic society. At present there is an alternate government which functions as a tyranny that eclipses the overall democratic government, and it is highly likely that its cover up goes to the top of the civil service bureaucracy.
It’s time for this government to show that this will not be tolerated, or it will be implicated in a manner like the former Labour government. Your notion about local government is destroyed by the abuse from Toxic Surveillance in this environment at the local level.

I find the following reply to my Email about the abuse of power and growth of Toxic Surveillance torture carried out indefinitely against me 24/7/365 since mid-August 1998 for 12 years and 8 months so far now to be fundamentally abusive in character and criminal in its dismissal of extreme criminal activity including torture, attempted murder and perverting the course of justice.
This reply indicates that the Home Office is an accessory to these and other crimes and indicates that it continues to be.
I will send you Emails as I deem appropriate about this extensive criminal activity carried out by the UK government which will then serve as evidence in my proceedings against you as evidence of your failures in this matter.
Incidentally, this Email reply originally garbled was the first reply I have had to my correspondence from this government, and your enclosure was also garbled here as you can see below. This does not inspire confidence in the ability of the Home Office to function even at the most rudimentary level of information processing.
The Home Office was characterised as "dysfunctional" and "unfit for purpose" by the former Home Secretary Charles Clarke before the House of Commons which led to its separation into two separate departments.
I see that this is still the case and the ongoing crime and failures to protect the public from the most serious of threats including terrorism continues unabated as a result of this extreme abuse of surveillance technology under the operational control of those whom I reported for child abuse in May 1998. This has resulted in institutionalised abuse in the community.
During this period London was bombed in the summer of 2005 when 52 were killed and 700+ injured on 7th July 2005 which was followed two weeks later by the "dud-bombers" in a similar pattern of activity on 21st July 2005.
These two groups of bombers crossed paths and were tracked but not followed up by the security and intelligence services due to a lack of resources which were being consumed by the massive abuse of surveillance against me while faking it in order to create the false image that something significant was being done.
First, the second group of "dud bombers" operated in an area whose epicentre was this location. They lived in flats in the Colville Road area to the east and had a bomb factory in a flat to the northwest.
Second, one bomber tried to detonate his bomb at the Shepherd's Bush Tube Station on the Hammersmith & City Line which is one stop away from this building (Lattimer Road Tube Station) at that time before the Wood Lane Tube stop was constructed.
Third, one of the bombers dumped his unexploded rucksack bomb in Wormwood Scrubs to the west of here just north of the BBC Television Centre.
All of these bombers went totally undetected by the security and intelligence services while huge amounts of false allegations where made against me to sustained the faked surveillance abuse.
Luton was also a centre point of crossing for these bombers and contact with others which was not tracked. As a result, a bomber who had lived and attended school in Luton for some nine years detonated a bomb in Sweden last December who was totally unknown and undetected by the security and intelligence services.
The December before that a would-be bomber had tried to ignite a bomb on an aircraft as it came into land in Detroit on Christmas Day 2009. He had been through the UK and was educated in London where he too was picked up and dropped by the security and intelligence services although his connections have turned out to be extremely important.
I predicted the risk for this bombing accurately based upon my direct experience of being falsely subjected to surveillance technology abuse and was precisely correct in identifying exactly who and what organisation in the US was responsible for failing to detect this bomber in 2009.
I wrote about this risk which was published before the attempted bombing occurred. I sent copies of my Email to the Editor of Columbia Magazine to Prime Minister Brown and President Obama at the end of July 2009 five months before the attempted bombing occurred.
They did not pay any attention to what I described as the precise risk in anti-terrorist activity which turned out to be precisely the reason this Christmas Day bombing occurred. I have published this in my blog just after that bombing attempt. Go read it if you're interested.
The Home Office is responsible for MI5 and the police including Special Branch that has morphed into the Anti-Terrorism unit at the Met. They have flubbed completely all these years including recently with the Luton bomber who went to Sweden. The Home Office is totally responsible for these failures.
I have sent you the most important information you will ever receive in your life, and you continue to disregard it and abuse me further in the process. This country is at serious risk because of those faking it with surveillance technology who take down the system for their own personal greed, glory and power. As a result, this country puts the world at risk.
You are no different from them by allowing this to go on and putting the UK and the world at risk because of your gross incompetence and deliberate disregard of the very factors which contribute to crime and terrorism by allowing the serious criminals and terrorists to exist without detection to carry out their dastardly deeds.
These are facts, and you are ignoring them all for your own image of the moment which will have devastating consequences for the UK as has already occurred in the past decade.
The Home Office is completely and totally clueless and willfully so remaining "dysfunctional" and "unfit for purpose".
You have the right and responsibility to intervene in all the issues I raise to ensure that the public is protected which you are not doing in the most horrendous manner possible.
How can it be that the Home Office completely missed the unaccountable and beyond control ACPO secret police espionage state for all those years after ACPO formed a private company in 1997/8 until it was exposed in court on 10th January 2011 by the collapse of a prosecution when the police officer involved stated he was going to testify for the defense?
Not only did those six people walk free as rightly they should have done, but some 20 convictions in the past are now under review as a result of the government creating the problem it was privately policing with a secret police apparatus outside government.
You can't tell me that the Home Office is functioning properly when I receive an Email like the one below in light of what has been happening in this country with respect to serious crime and serious threat to internal security outside government control, namely, that of the Home Office.
Why didn't the Home Office know about this private use of Metropolitan police officers for private and personal gain as is happening in this situation as I now write about it and has been happening since mid-August 1998 about which I've been writing all along? Do you think that there might be a connection?
You will be happy to note, I'm sure, that those carrying out the Toxic Surveillance are quite pleased with your reply which indicates that they can continue with their extra government activity without having to worry about proper government oversight by the Home Office.

Bullies Travel in Groups
Munchhausen By Proxy Syndrome: BS/SR seek to have others carry out their dirty work for them by making false claims against me. They’ve been doing this for 12.5+ years, and, obviously, I resist it. I trusted talking with two people once, but that was a terrible mistake. They were not listening at all.
These are abusers who seek to abuse others and myself by making these false claims. If they get someone to carry out their interference in my life, they gain for themselves while others carry the legal liability.
They also gain a psychological reward by having put one over on others who have more power then they. This power abuse is very important to the sadistic abuser and results in abuse of others as well as myself.
They seek to isolate me and alienate others from me by their horrendous verbal abuse including false allegations and false negative characterisations. No one has ever had any first hand, personal and direct experience with me. They all are dependent upon BS/SR for the information they receive and looking in the surveillance technology when allowed to do so.
Thus, BS/SR dominate and control everything and everybody. They make it appear as if there are a large number of people in support of them, but none of these has any direct experience with me, and the few at the core are engaged in a “set up” activity by creating disturbances which they then blame on me.
In this way they make it look like there are a large number of people who are saying things against me that are consistent with what BS/SR say, but this is only because BS/SR stir everything up trying to create a conflict situation and provoke violent responses by me which have never happened.
They have to make up false allegations of violence against me and get others to do the same if they can so that it appears as if there is something wrong when there isn’t. The truth of the matter are that BS/SR are violent themselves to others and threaten violence continuously.
All of this fits the same pattern of bully abuse in the schoolyard where a victim is picked on by a large group who all make false statements and bully as toads following the lead of the one or two bullies at the centre. The difference here is that this is in housing, and the bully is given surveillance technology to use indefinitely against those who report the problems as I do.
They are allowed to stay in place and carry out all of this activity with surveillance technology so that they can orchestrate this gigantic upheaval all around in everything and have been doing so for 12.5+ years 24/7/365 without any management control or continuity. In fact, management is the instigator and a participant.
People want power especially those who feel powerless, and bullying is a power trip. Tenant management deliberately creates an environment where the democratic rule of law is abrogated in favour of violent abuse to pretend to carry out management. This degenerates into what has happened here with the criminals and violent abusers taking over with surveillance technology.
They prolong the abuse for as long as they can to milk the system for all it is worth enriching themselves at the public’s expense and destroying anyone who communicates the truth. In fact, the latter is the means of perpetuating the abuse by saying that someone is “too potty” to section, arrest or whatever. Blaming the victim is a definite sign of the abusive personality.
This is social housing management by “fry up.” It will create extreme hostility in those victimised and undermine trust and confidence in those in authority especially the police, NHS and social services since they are seeking power over people rather than solving real problems.
In this case the child abusing dysfunctional family group was given surveillance technology to attack me and try to stop my reporting of the real problems. This only resulted in my having a great deal more to report and a great deal more evidence to collect and maintain. As a result, society has inverted itself so that the abusers are setting the standard of violence, crime and antisocial behaviour to which all develop in this environment. That must present a huge problem in the schools as these children grow.
Meanwhile, they use surveillance technology to monitor all that I do including writing this where a male just said “That’s not true” about the above paragraph. My comments about this article in response to a comment made are as follows:
You've raised a critically important point that is not sinking in with respect to innocents abused by surveillance while criminals are ignored. A key element of this has to do with economics on a personal and national scale. Those who cannot do a proper job as individuals concentrate on the innocent easy targets just like terrorists in order to fake it to make it. On the grand scale oil is at the heart of Libya not human rights. That oil is critically important to Europe and the overall world oil price. The stability sought in dictators for oil supply has been lost in Libya's Colonel Gaddafi who has gone berserk. He would destroy his own country and who knows what he would do with the oil now.
There is also an alternate government at work in the US and elsewhere hidden under the guise of intelligence, protection against terrorism, state security and law enforcement. The Washington Post exposed this last summer as Top Secret America with a revolving door between the military and civilian security activity. These people have to earn a living when they get out of the military at all levels, and they have no skills. They can carry out surveillance in conjunction with law enforcement however. What do they do? They fake it against innocents to make it and ignore the real criminals. They are fraudsters seeking to milk the system.
In a very strange and quite complex way this all fits together under greed, glory and power where those without skills can make a living and wealth by faking it. It is quite independent of the elected government and out of control by either Democrats or Republicans. I've been one of these surveillance targets in London by former US Marines who fake it to make it since February 2001. I thought Obama's election would change this. Nope. He is caught in it and cannot establish standards just as he cannot close Guatanamo since it is such a mess now. He has to go along with the alternate government created by the US military and the intelligence community.
I have the very same complaint you voiced: why aren't these efforts and sophisticated surveillance tools being used against real criminals instead of being used against the innocent by people who are criminals themselves? Going to Libya under the guise of ensuring some form of democracy results is just an option for keeping the oil supply open in the future because Gaddafi has gone off the deep end. Against his people, yes, but also against the economic interest of the West and world.
The common denominator in all of this is the abuse of power for self serving reasons which is at the heart of misuse of surveillance and even the ultimate objective for the action in Libya. Humans still operate on the basis of self interest. The question is: are we moving away from this toward altruistic motivations and objectives in a meaningful way? I don't know yet. I'll let you know if the indefinite surveillance torture abuse against me stops. There’s no reason for this to be done at all.

My comments about this article are as follows:
There is no justice for the little person. If you don't have the wealth, justice is not there nor will it be anytime soon with resources wiped out by toxic debt, and the military spending more and more on these wars as the little people try to throw off the dictators' shackles. But, the problem goes much deeper.
There is a fundamental disposition to avoid dealing properly with abuse as occurred in Michael Jackson's and a multitude of other cases. Try reporting child abuse sometime and see what happens. It's necessary to be very careful and have evidence since abusers will direct their destructive attention against those who would dare report it.
The victims are blamed, and no one helps them. It happens over and over as can be seen in court cases coming to trial and judgment decades after abuse started that was blatantly obvious as just occurred in Germany:
BBC News - German incest father-of-eight Detlef S jailed for 23 yrs of horrible child abuse. Victims waited 13 yrs for this.
Or, there's the horror of the Texas 11-year-old who was blamed by some for her gang rape by 18. Why aren't these incidents reported when they happen?
Gang Rape of Schoolgirl, and Arrests, Shake Texas Town - NYTimes.com 18 males in their teens & 20s raped an 11-yr-old.

Presidential Commission for the Study of Bioethical Issues proceedings on Monday and Tuesday, 28th February and 1st March 2011: 1) State of the Science: Neuroscience, Neuroimaging and Genetics; and 2) Human Subjects Protection webcasts of the presentations.
You should pay very close attention to the penultimate video where 22 members of the public and non-consenting subjects/victims of many years of research abuse share their personal experiences pleading for the Commission to help them. It is a stunning revelation about what is happening reflected by a diverse group of people from different locations throughout the US.
Here are three Emails I sent relating to the actual proceedings because I was astounded by the juxtaposition of this Washington DC conference while London based surveillance technology watched me watch it and by the concluding remarks from 22 members of the public who were experiencing the same abuse as I which they publicly reported again watched by those watching me as they continued with their abuse against me. I wrote about this in Emails 1 and 3 below.
Email 2 below shows neuroscience over a decade ago in 1999 reflecting the ability to look through another creature's eyes by experiments carried out on a cat, and rats able to move a lever with their brain.

I have to make a comment at this point after watching the webcast of the proceedings so far this morning before lunch your time from London while under neuroscience based surveillance technology that
1) sees what I am watching through my eyes,
2) hears with my ears and
3) reads my thoughts while
4) from time to time comments are made which I can hear by the electronic transmission of sound. Someone said that this was interesting or fascinating.
I'm not sure irony is the right word for it, but the juxtaposition of the two events across the Atlantic ocean is phenomenal and needs to be comprehended by your proceedings at some point. You need to find the key that unlocks your entry into this aspect of neuroscience.
Being here in my home in London watching and hearing your proceedings is almost better than being there. I am making both audio comments on a tape recorder and filming portions of what I am doing for my own record to document what is happening.
I listen to the computer sound through infra-red headsets so that no sounds escape which means that the camcorder to DVD recording is only visual without any of your audio. This enables me to keep a very silent environment so that I can pick up any other external acoustically generated noises.
When I hear through the sound of the headsets the voiced comments by those using the neuroscience based surveillance technology, that is not recorded on the camcorder, yet I can hear it even through the headsets with its sound of your conference.
There are other means for those using the surveillance technology to watch and hear what I am doing by directly intercepting the computer's electromagnetic radiation emissions and/or the wireless transmission from the Internet.
But, as always, there is a distinction when I get up and walk away. Their neuroscience based surveillance technology monitoring and feedback follows me.
Martha Farah's comments about reading the mind pertain to imaging only, and I agree. It will not happen that way. It's already happening and has been for a decade in my direct experience by intercepting the electromagnetic radiation emissions from the brain without implants of any kind. It is mind reading of the most precise kind for thoughts and images and can induce thoughts and images as well.
I was really struck, however, by Bruce Rosen's presentation especially regarding the letter “M” imaged on the cortex at the back of the brain where sight imagining occurs. That is phenomenal. But, I don't think that it will progress to being able to read images in great detail.
The process of seeing through the eyes was done with cats in an experiment published on the BBC web site in 1999 using implanted electrodes where reasonably clear images can be seen. I don't have the URL to hand, but if you search “through a cat's eyes,” I think you can find this.
I am absolutely fascinated with being able to watch these presentations since they are outstanding. I have this innate curiosity about everything, and I think they are extraordinary.
I've been laughing quite a bit at the irony of the situation given what is being said against the background of what is actually happening. Somehow you are going to have to find that key which unlocks entry into neuroscience's ability with respect to intercepting the electromagnetic radiation from the brain which provides the ability to read the mind so that you can bring all of this into your discussions.
You have to appreciate that all you discuss about ethics with respect to neuroscience is completely ignored by these people using this neuroscience based surveillance technology who do so in whatever way they please so that the importance of what you are doing is emphasised in a most profound way by the actual need to do something at the ground level where this abuse is currently taking place.

“A civilisation is measured by how it treats its most vulnerable,” said Amy Gutmann referring to prisoners and patients as examples at the start of the day, and, truly, what happened in Guatemala is atrocious. By the end of the morning session, I believe that the Commission learned something worse is happening on a much broader scale right under everyone's collective noses about which no one has been paying official attention let alone doing anything.
It appeared as if no one was prepared for what the public speakers said as Amy Gutmann's attitude changed from one of silence after each of the public speakers to “thank you” and then “thank you very much.” I'll have to listen again to what she said at the very end, but it did sound to me as if she said that the charge by President Obama was to make certain abuse did not happen again which is the way I read his letter.
As the public speakers pointed out, it is happening all over again and has been for many years without anyone paying attention or doing anything about it. They echoed the points I made in writing before their appearance and one could see and feel the very different people from all over reporting essentially the same experience in words as best they could given what was happening to them which I know only to well from my own 12.5 years experience 24/7/365.
Very hardcore, abusive personalities are loose with this technology R&D that goes beyond what the Nazis did in WWII concentration camps. As I said and as could be seen today, it's distributive.
I was pleased to hear your overview, but serious questions now arise about spending all those resources on a thorough investigation into people who are by now probably all dead when something more atrocious is currently taking place. A staff of 12 going through 477 boxes of information from a multitude of government departments about something that happened over 60 years ago does not seem right when people are suffering as they described in what was accurately characterised as an assassination programme.
The Commission was charged today by 22 people pleading for their lives reflecting thousands of others both alive and dead who need help which the Commission can now provide. President Obama represents all the people of the US, and in that capacity the treatment of the worst kind which makes people vulnerable reflects the character of this civilisation as it exists today.
I was quite struck by the few things that Amy Gutmann said which were precisely correct, but I see a big gap in trying to get others to concentrate and focus on the key elements of the issues. What is happening today reflects today's technology, and the world has not grasped that. Those who are not subjected to this abuse find it difficult to accept its existence. That's why the people with whom you really need to be talking are those from the public just as the staff engages with the speakers. It's an investigation, I believe, that you will have to undertake.
I've looked at the webcasts that are now available but have not had time to look at them further, but I want to go over them all. I was getting discouraged today about what the Commission was doing until the public people started speaking. I was stunned by what was said over and over by each of them.
“What's this?"asked a surveillance male watching the proceedings with Lt Harry Bird USMC Ret and the mother of the abused children. He was amazed by what he was hearing because he was participating in the very activity he heard described by people of all kinds from all over the US. It has not sunk in about what is happening except to those who have been targeted. Now, after this presentation those carrying it out can see themselves as their victims do for the heinous monsters that they really are.
I think Amy Gutmann should go back to President Obama and have a long chat with him about the direction in which the Commission needs to go and the resources to undertake what needs to be done for this abuse we heard about today is being carried out on a global basis. I do not believe that you fully grasp the implications of harm that this will do. It is a harm far beyond the financial and economic crisis of recent years for it will be a social collapse and loss of confidence in all human activity.
Amy Gutmann made one of her excellent remarks today referring to the damage that was done to the community by the kinds of abuses which have occurred in medical research indicating how destructive it was. You have no idea just how destructive this is overall to the community until you probe that thoroughly with an investigation.
These hardcore abusive personalities will never stop and will have to be stopped by others. They are the child and adult abusers which you see in the news relating to horrendous situations. This technology gives them a perfect outlet for their perversions and violence which they carry out on a serial basis unobstructed. They are straight out of the drama series “Criminal Minds,” and the FBI needs to apply its BAU (Behavioural Analysis Unit) to this problem, but the problem might be coming from the FBI itself.
This was noted by a couple speakers who said COINTELPRO is alive and well once again with Cynthia McKinney restarting an investigation into this activity. It was the FBI who disgraced itself with COINTELPRO which was not exposed and addressed until the Church Committee c 1975. It took a long time for those abuses to come to light. Now the technology is available to do it all over again and not get caught.
You've opened a door today. I hope that you will start to let fresh air and light into all of this and not restrict those who have something to say to two minutes as one speaker correctly protested. It is important to listen to each and every one no matter what they say very carefully. They have much to say and taking away the time pressure is all important because that is a key part of the torture to which all of us are subjected. Confronting a two minute limit to explain the horror of the torture experience is just further torture from an already indifferent society that supports the abuse.
When asked if there were dissenting voices in 1946-8 Guatemala, you replied “Yes” but could not say any more at present. My question is if there was dissent and controversy, how could this have gone undetected generally for over 60 years? People have been speaking up about this current torture problem for decades, but no one in an official capacity has taken up the problem to deal effectively with it.
Erich Fromm begins “Man for Himself: an Inquiry into the Psychology of Ethics” by noting “For Aristotle, ethics is built upon the science of man. Psychology investigates the nature of man and ethics therefore is applied psychology.” (p 34 Fawcett Premier Book, New York, 1947, 1969) An issue in today's session was the application of what the Commission reviews and reports. I would like to think that the Commission will develop facts from abuses existing today that can be developed into effective solutions to stop these abuses for which the public speakers pleaded.
The Commission has a full plate, however, which can be seen in all that it is addressing if one is to read John le Carre's “The Constant Gardner” or see the film as any indication of the problems that abound. There are many kinds of abuses that need to be addressed. I believe that the Commission needs the resources to do it all effectively, or it will fail by neglecting what it cannot do by such a lack which will result in pain, suffering and death continuing in those being tortured as described today.
"He'll be sectioned," said a surveillance male just before I sent this Email. In UK speak that means committed. This was what one woman said today about those who were declared mentally ill and taken away to hospital. It's just like the Soviet Union or Nazi Germany, and it's happening all over again for those who speak the truth. It's suppressive social control based on fear.
