Senate approves intelligence authorization bill
It's all electioneering show with the CIA used to deflect attention from the real issues some of which are mentioned by Jeff Stein like "no meaningful oversight of the spy agencies without control of their budgets through a fully empowered intelligence appropriations committee."
The whole issue emphasis is pushed in the wrong direction by the Senate Intelligence Committee completely ignoring the real threat and danger to the American people and everyone around the world. Congress is way behind reality, threat and danger absolutely refusing to listen to those in the US and elsewhere in the world who have something meaningful to say. Instead, Congress focusses on what will bring about image for electioneering. "Our Kind of Traitor" by John le Carre sums it up quite nicely for the UK's Security Service (MI5) what amounts to the FBI in the UK for domestic security. Read this book for a very enjoyable and informative experience. It is absolutely brilliant, relevant and captures the political element perfectly.

Every effort is being made by those who abuse surveillance technology against me to stop all my activity because I am accurately reporting what they are doing. Last night my Internet connection was stopped several times forcing me to reboot the computer and reset the router each time to get reconnected. A verbal comment was made "Do you want to do it again?" when it was stopped the final time.
This is censorship of the worst kind and keeps valuable information and comment that is descriptive and related to news articles including the FBI cheating on tests from being expressed. No wonder Congress and the media are in the dark. This is the TSA mushroom culture: keep 'em in the dark and covered with manure. That's probably abusive.

At one moment I had entered “Ditto that” about previous comments which was accepted without any problems and decided to add the information shown above which got the rejection message and blockage as noted above.
BS/Bird are arguing that they have the “right” to stop me from posting this information against a couple other people (maybe more) who are arguing against it. All “Ill Eagle” can say is “It's wrong,” and BS says “It goes international.” Their abuse of surveillance technology enables me to hear what is being said for the most part which is intentional since they are able to verbally abuse me further in the course of the “good guy/bad guy” argument.

John le Carre's "Our Kind of Traitor"
John le Carre's new book "Our Kind of Traitor" (Penguin/Viking, 2010) is superb reflecting the essence of the Washington Post's Top Secret America but set entirely against the background of the UK's Secret Service (MI5). It's well worth reading.

TSA Terrorism: "Can we assess every threat?"
"Can we assess every threat?"
"Assess every threat" means gaining information about terrorism in advance for prevention/deterrence that is the role of the intelligence community you are evaluating. So far that has been a rather dismal and unsuccessful process in which you have played a key role to expose abuses.
To get at the mind of the terrorist torture has been mainly used as featured in Guantanamo, Abu Ghraib and your exposure of rendition as means to get that information. Now, you have shown us this whole intelligence community so huge and diversified as to be beyond control telling us once again that hidden away are methods and activities which need to be kept in the utmost secrecy.
Given all the facts of the past decade it is clear to me that we are headed toward a secret police torture state unless we can control the means to get the information necessary to ensure security by successfully doing so without brute force torture. I believe that this is what is being developed in this massive US intelligence community based upon Tempest.
However, due to IC's fundamental secrecy and being beyond control, the serious problem of sadistic torture abuse continues to grow "out of control" toward a secret police torture state. This can be changed by using the very Tempest technology based methods being developed if we first assess ourselves completely and thoroughly.
I want to back up to start with the definition of terrorism: any effort to cause fear in others. It has a common denominator, but there are many expressions of terror intended to create fear. I also believe that there is a common set of psychological characteristics which lead to behaviour we would consider terrorism. I think it's important to look at the criminal terrorist as well as the international terrorist. They overlap and merge at the foundation but diverge in acts which draw upon different law enforcement and prevention strategies.
I like the television drama series "Criminal Minds" featuring the FBI's Behavioural Analysis Unit (BAU). They seek to create a psychological profile of someone or people who is/are already on a terror spree as a serial violent criminal in order to stop further crimes usually torture and murder. So far this has not been applied to the population at large to stop such criminal terrorism that victimises the innocent on a random and arbitrary basis because of the limitations of profiling.
I think that this process is analogous to issues involving international terrorism and the approach to stop attacks by what appears to be a "one size fits all" approach. Can we assess its threat? Can we asses the threat of a serial killer, rapist, torturer and murderer before the fact? Yes, in limited circumstances but on the whole no. The same is true for international terrorism, but its real threat is from WMD against mass populations and geography which means that some means must be undertaken to assess this threat and stop it. How can this be done?
We have to properly analyse and evaluate all those concerned with the problem on the basis of an accurate and productive psychological profile to assess their disposition toward being a threat. As described in TSA, the Fort Hood shooter was not assessed despite obvious signs while a US Army unit declared its intention to go after Al Qaeda instead of looking inward at its own people. A threat was missed because this US Army unit jumped on the Al Qaeda bandwagon for whatever reason.
One size cannot fit all, so there must be a divergence of activities and objectives relevant to an organisation's existence and relations to its own environment, i.e., the US Army unit's need to look at its own organisation and not something done by many others. Like the FBI's BAU, we are learning these approaches by trial and error where the errors have horrendous consequences.
I've been at the centre of US Intel abuse for almost a decade from February 2001 and have developed an expertise from the point of view of the surveillance target who is abused for R&D purposes across a spectrum of applications from technology and torture Those carrying out this abuse are terrorists by definition as seen in their acts and psychological characteristics which fit a Criminal Minds' profile, yet they are acting out behaviour on behalf of the state in a position of trust which they abuse in the extreme.
The problem is that the psychological characteristics and disposition to create general fear by terrorising an environment is widespread and turns up from time to time in dramatic revelations from places and operations such as Guantanamo, Abu Graib and rendition. This is the US Intel community at work as terrorist torturers whom all the world has seen in photographs taken by those who carried out the torture terrorism at Abu Ghraib. This reflects an institutional disposition to what is called in the civilian world criminal "Happy Slappy."
Just yesterday in the UK two teens were sentenced to prison after pleading guilty to manslaughter in the death of a 67-year-old man who was attacked in front of his 3-year-old granddaughter by these youths running by, hitting him and knocking him to the ground where he sustain a head injury from which he later died. This was caught on CCTV. They did not film this on their mobile phones as usual. When police searched their homes, they found six such "Happy Slappy" videos on mobile phones just like the Abu Ghraib photographs.
Lt Harry Bird USMC Ret, one of those from the US Intel community's dedicated to surveillance and torture techniques R&D in London against me, took pictures of me on the last Friday of March 2001 using a large group of people under my front windows yelling and shouting about what they were doing. Taking photographs like this for entertainment and fun connected with gratuitous torture violence is an ongoing process by these surveillance abusers. Just this morning BS, the mother of the abused children whom I reported for child abuse in May 1998, said "It's boring." They seek external stimulus by using surveillance technology as a torture weapon for entertainment and fun. It's also part of a never ending torture interrogation process.
I believe that we can assess threats of international terrorism much, much better than we are doing at present because we are bogged down in terrorism ourselves. "Is the intelligence community 'out-of-control' ?" TSA Response
"Is the intelligence community 'out-of-control'?"
If those in charge do not know or profess not to know what is happening in their areas of responsibility, it is "out of control" by definition. Further, if it can be seen that unacceptable actions are taken which violate the fundamental purpose of an organisation, it can be said to be "out-of-control." By either of these criteria the intelligence community is "out-of-control."
Getting the opinions of six people at the top in one way or another can be meaningful but also presents pitfalls since there can be vested interests in maintaining image while hiding problems. Would anyone have said that the FBI was "out-of-control" in the 1960s and early 1970s with respect to abuses carried out under COINTELPRO? What about the CIA in Southeast Asia and elsewhere during the same period?
By the last half of the 1970s abuses due to "out-of-control" intelligence and law enforcement organisations were called to account by Senator Frank Church's committee in 1975 and 1976 with respect to the CIA and FBI (Watergate: cue Washington Post"). Admiral Bobby Inman, then DIRNSA, took NSA public to the horror of all concern for it truly had been "No Such Agency" for decades. Reforms, such as they were, didn't last long, did they? I believe that the disposition to carry out the activities for which these and other organisations were criticised and held to significant public account continued and found its outlet in contractors and dedicated intelligence organisations independent of government control but paid by government. True, there was much to be done which needed the best people who had to be paid for their services. At the same time this opened the door to those who had little or no qualifications to abuse the system.
Without control and accountability those who betrayed trust could do so and get away with it causing immense damage from the latest and most sophisticated espionage/surveillance technology ever known to human civilisation. While those who developed this technology were most likely above reproach, it was passed along for use by those who had less than honourable scruples. What they did with it was even worse and reflects the worst of COINTELPRO and CIA assassination abuses all wrapped into one activity.
I know this because I have been a surveillance target for 12 years since mid-August 1998 and subjected to this most sophisticated surveillance technology since February 2001. The latter was brought to the UK by a couple retired US Marines the senior of whom then started travelling elsewhere after the successful invasion of Afghanistan following 9/11 making his first stop a report Kabul.
Because of their disturbed personalities committed to sadistic torture abuse 24/7/365 I learned a great deal about what they were doing and the technology they had founded upon Tempest used against computer technology and the human being alike. Would anyone have said that the FBI was "out-of-control" in the 1960s and early 1970s with respect to abuses carried out under COINTELPRO? What about the CIA in Southeast Asia and elsewhere during the same period?
By the last half of the 1970s abuses due to "out-of-control" intelligence and law enforcement organisations were called to account by Senator Frank Church's committee in 1975 and 1976 with respect to the CIA and FBI (Watergate: cue Washington Post"). Admiral Bobby Inman, then DIRNSA, took NSA public to the horror of all concern for it truly had been "No Such Agency" for decades. Reforms, such as they were, didn't last long, did they? I believe that the disposition to carry out the activities for which these and other organisations were criticised and held to significant public account continued and found its outlet in contractors and dedicated intelligence organisations independent of government control but paid by government. True, there was much to be done which needed the best people who had to be paid for their services. At the same time this opened the door to those who had little or no qualifications to abuse the system.
Without control and accountability those who betrayed trust could do so and get away with it causing immense damage from the latest and most sophisticated espionage/surveillance technology ever known to human civilisation. While those who developed this technology were most likely above reproach, it was passed along for use by those who had less than honourable scruples. What they did with it was even worse and reflects the worst of COINTELPRO and CIA assassination abuses all wrapped into one activity.
I know this because I have been a surveillance target for 12 years since mid-August 1998 and subjected to this most sophisticated surveillance technology since February 2001. The latter was brought to the UK by a couple retired US Marines the senior of whom then started travelling elsewhere after the successful invasion of Afghanistan following 9/11 making his first stop a report Kabul.

That's right. No one knows if it's "fit for purpose" because no one knows what's happening including the Secretary of Defense about his own office. He may want it that way to deny as the DoD did with Clinton when questions about abuses arose.
This massive infrastructure magnificently revealed in TSA can hide black ops and R&D that would terrify if known. Worse, it would lead to proper oversight. At the moment the very dark side of the human character can find expression in this monstrous mountain of buildings, companies and people.
This morass can be seen as intentional since it hides and avoids the legal constraints placed upon government and its employees. The essence of spying is to keep it all secret since it's illegal. What is known and how it is obtained must never be known. Confusion is the ultimate cover.
Fortunately, TSA is beginning to peel the onion.
I can see President Obama more and more inside the bubble. If a whistle blower crackdown exists, then the abuses will flourish all the more from inside this intelligence monolith. What's really needed are for those who are targeted with abuse to speak up and communicate it. They are not subject to secrecy laws just more abuse to discredit the truth they report and the reluctance of the recipient of the information to accept it. I'm reminded of the 1980's film "The Whistleblower" with Michael Caine where GCHQ issues were suppressed by methods more associated with the USSR against whom the intelligence effort was being directed.
What is splendid and magnificent about TSA are the uses of the Internet employed so that networking can work to provide the Washington Post, Dana Priest, Bill Arkin, et al with feedback and comment from many sources. People can work through their reported information to provide them with more information. They in turn have a problem about publishing classified information that readers especially targets of intelligence abuse do not have when posting what they've learned from the abusers.
The @PostTSA etc can bring all of this together for the world to see and turn it into a meaningful whole. What they are doing is truly mind boggling in all its aspects, and they could not have selected a better or more important project. It's a real coup for democratic journalism that will keep those who seek to deceive honest (we all hope).
One or two specialist intelligence agencies are needed to track al-Qaeda whatever or whoever they might be. The other 1298 are needed for domestic and international surveillance to identify, track, monitor and generally interfere with or kill if necessary those who are not liked for whatever reason. It's called internal security but exists on a global basis under the ruse of seeking out Osama bin Laden and his ever multiplying network. Taliban?
Fundamentally, the intelligence agency build up occurred as a means to keep those who were in power at 9/11 at the top indefinitely. It didn't quite work out that way, but don't worry they will be back. The few can control the hundreds of millions as Mao, Stalin & Hitler did for a time. Fear generated by creating an elusive enemy that is never ending allows a structure to grow for the control of dissent under the ruse of dealing with the forever elusive enemy al-Qaeda.
1300 intelligence agencies reflect empire building by those who have something to hide and fear exposure. Has the world ever seen anything like it? The huge wealth of the US has been diverted by the current $75 billion/year to an intelligence community for control purposes of the domestic population in the US and elsewhere. It has nothing to do with al-Qaeda, obviously, and reflects the rise of those who have no ability to do anything based upon an inclination and to lie, cheat and steal for their own greed, glory and power.
By the way I do think the terrorist threat is real and needs a proportional, specific and intelligent response. What has happened, however, is that the intelligence community has developed into an industry that thrives on terrorism and needs to keep it going in order to survive. Do not expect this conflict to end anytime soon. It will be perpetual as George Orwell described in "1984" where Big Brother mechanisms were used to control the population. Room 101 is now quite real and operating worldwide.
Since the comments here raise the issue of HUMINT and SIGINT, I'll add this to the discussion since it has not even begun to sink in that these are now combined. The human being can be tracked and completely monitored by Tempest with brainwaves decoded as i've described in other communications this week which I have put on my blog. It's a big step to present this to the world that takes enormous courage because of the ridicule that will result and official attacks which will occur the mildest of which will be "sensationalism."
As I see it, what you are doing is preparing a massive and absolutely essential foundation for going in the direction of ever elusive truth made doubly so by the very nature of the intelligence community. Whether you get to the point of broaching this essential step forward by the intelligence community that I believe has come from the NSA remains to be seen. You have a great difficulty in reporting what might be considered classified. In any case no discussion can move forward in any meaningful way until the fact of brainwave monitoring and feedback is established.

It will require massive computer power for it's a step forward from Echelon to intercepting electromagnetic radiation from the human being and decoding it as will also be done with computer technology and all electronic devices. Wire tapping is a thing of the past. So is cryptography. Proximity to electronic devices is the future not turning senior people to divulge information. Their brains can be read, eyes seen through, ears listened with and so on. HUMINT old style has merged with SIGINT. What do you want to call it? Have a naming contest.
Massive supercomputers will be needed to process this information Every language will be needed to read the minds of targets and understand what people are thinking, saying and hearing. When the target uses a computer, as I am doing now to write this, the language will have to be known to the person monitoring. All of these intercepts can be electronically stored, scanned dictionary style and then examined. This is what I believe the 1300 agencies are doing and especially the contractors who are not government employees. Everything is being done to keep this secret.
In my Facebook comment I described this same conclusion based upon my experience from the external observation position of its observable effects. This ties in with that by providing the foundation of what is actually being done and how it is being developed using non-consenting human guinea pigs like myself as indefinite surveillance targets until silenced by death. In the meantime everything is used to discredit what I report by any means, and the media (yup, that's you) will not pick it up. You will not get this one from the top It will have to come from people like me who are subjected to it at the bottom.

"A hidden world, growing beyond control" by Dana Priest and William Arkin Washington Post Monday, 19th July 2010.
The intelligence system is already out of control in a most malignant way, and that is the problem. It is not possible to communicate about those who are out of control adding to the deluge of information including their faked allegations and false negative characterisations so that they can be stopped to ensure valid information is not buried.
When failures occur as described by Dana Priest and Bill Arkin in this initial article about "Top Secret America" published in the Washing Post Monday last, 19th July 2010, there is a call for more money, more analysts, more buildings to do the work of getting what they aren't going to get done anyway given the current abuse in the system.
No one identifies the source of deliberately generated bad information used to make the incompetent abusers look good and keep getting paid while they try to increase their power and stature. In the secret intelligence world it's far too easy to make up whatever one wants and keep from getting caught. As a result, terrorists succeed, crime flourishes and the social order collapses as if dominated and controlled by organised crime.
In this fabulously informative "Top Secret America" project emerging from the Washington Post there is a brilliant and fascinating description of information overload where the response is always to grow to competence rather than to cut out the malfeasance to ensure quality. The existence of those who fake it is so significant in my direct experience as to constitute the major menace to the success of the intelligence mission.

Thus, I had an early glimpse at rendition and torture abuse which in this instance was carried out 24/7/365 by surveillance technology abuse using it as a lethal weapon. I call it Toxic Surveillance. This was fully operational and in place before 9/11. It just grew afterwards as revealed by Colonel Vine going to Kabul after the success of the US invasion of Afghanistan following 9/11. He was later described as in Sri Lanka after the Boxing Day Tsunami hit there.
There is no doubt then that Colonel Vine and Lt Harry Bird are connected with the wider US global intelligence and surveillance effort which has existed before 9/11 although the whole effort has grown extraordinarily afterwards. Lt Harry Bird USMC Ret has been a permanent surveillance fixture against me 24/7/365 all these years making up a whole spectrum of allegations and false characterisation for almost a decade so that I was able to write with confidence a year ago that the real problem for US intelligence and counter terrorism was rubbish in the information pipeline.
Not only did I write that Email to the Editor of the Columbia Magazine, but I also faxed a copy of it to President Barack Obama and Prime Minister Gordon Brown later that same night since I felt so strongly that this was a prime risk for a terrorist attack which occurred almost exactly five months later. No effort was made to stop this abuse which I continuously documented and reported. The NCTC had no Email address for public use on its web site.
It is just not the information overload with which the NCTC had to contend, but it was the load of rubbish that was jammed into the pipeline on a continuous basis from before 9/11 that then got included in the build up following 9/11 as more incompetent and inexperienced people were added because of the 9/11 failure. My last sentence concludes with ". . . for the very foundation of democracy is at threat from within."
US Intelligence is a $75 billion industry, but the NCTC did not have an Email address for me to send my Email noted at the start above. They have all this, but no one can think while I have nothing and get it right.
They want power, prestige, status, domination and control for which they will do anything and is why I've been subjected to Toxic Surveillance for nearly 12 years with all the other disasters happening. When failures occur as described by Dana Priest and Bill Arkin in this initial article about "Top Secret America" published in the Washing Post Monday last, 19th July 2010, there is a call for more money, more analysts, more buildings to do the work of getting what they aren't going to get done anyway given the current abuse in the system.
No one identifies the source of deliberately generated bad information used to make the incompetent abusers look good and keep getting paid while they try to increase their power and stature. In the secret intelligence world it's far too easy to make up whatever one wants and keep from getting caught. In this fabulously informative "Top Secret America" project emerging from the Washington Post there is a brilliant and fascinating description of information overload where the response is always to grow to competence rather than to cut out the malfeasance to ensure quality. About 5:30 am one morning in February 2001 I heard a male voice rattling off some of my biographical information while I was taking a bath. It could not have been acoustic sound. I would not have heard anyone like this. It was the electronic transmission of sound aka Voice-to-Skull or V2K the US Army calls it I later learned.
I was patient with things surveillance by this time since I had been a surveillance target for two and one-half years from mid-August 1998 and had gotten used to 24/7/365 monitoring and disturbances of all kinds. This was just one more but a much more sophisticated surveillance technology I determined as the torture abuse continued.
In December 2000 I was diagnosed with cataracts after tracking the deterioration of my eyes since September 1998 resulting from the use of radar imagining technology installed in the flat above in mid-August 1998 which escalated after my extensive letter to the Prime Minister in September 1998. The surveillance technology was at the disposal of those whom I had reported for child abuse in May 1998, the various occupants in surrounding flats, the general public, local and central government departments including the NHS, police, elected officials and others.
They all carried out a massive torture campaign 24/7/365 including sleep deprivation and personal injuries such as the cataracts that developed. As a result, I was seeking protection from this harassment and human rights abuses in the High Court and was preparing my information and papers in January and February 2001 when the additional escalation of surveillance technology occurred introduced by Colonel Vine (USMC Ret), Lt Harry Bird (USMC Ret) and others.
I had been used to monitoring by Tempest which intercepted computer monitor screen emissions so they could read what I typed from adjacent flats and outside in parked vehicles. I was used to ultrasound photography and its loud click in plastic that occurs as the sound waves merge. There were listening devices as well. All of this was made known to me by the excessively loud talking from all these people 24/7/365 enabling me to know what was happening while they abused me.
It was not strange then to hear a couple more voices from retired US Marines Colonel Vine and Lt Harry Bird. I just listened and took notes as I had been doing 24/7/365 for the prior two and one-half years. I learned that the surveillance technology which they introduced was an expansion of Tempest against both computer technology and the human being. That ability to intercept very small electromagnetic radiation emissions from any electronic device could be used against the human brain as well.
I learned that they could see with my eyes, hear with my ears, feel what I did such as muscle movements and detect smell too. They could also read my thoughts including words and images which I tested and got verbal responses that this was valid.
They could also feed back these sensory perceptions. I had already first learned about electronic sound transmission initially aka S2K. But, images could be induced as well as language for memory probing and dream inducements while I slept. These included videos some of which have been used more then once which I recognise. They could also induce pain. On top of this they can surreptitiously medicate to incapacitate and debilitate along with other emulations for chemicals in the human body.
All of this is carried out by satellite communications so that I can be tracked, monitored and subjected to feedback wherever I am located all of which has been done 24/7/365 for almost nine and one-half years since February 2001. They, Colonel Vine, Lt Harry Bird, the mother of the abused children and others, sabotaged the High Court legal proceedings after two hearings in March 2001. Since then they have set their sights on destroying all my human activity and life itself.
Initially, Lt Harry Bird USMC Ret said that this surveillance was "experimental." They have been using it with the NHS, police and others participating from the UK government for false imprisonment, torture interrogation punishment, medical experimentation and surveillance R&D all predicated on a presumption of guilt from false allegations and false negative characterisations. They make every effort to cause mental illness and/or physical injuries in the hopes of having me removed and incarcerated or hospitalised.
They have been confounded by my survival so far for a total of almost 12 years. Along the way they have described incidents of going back to the "laboratory" to improve their surreptitious medication which was not getting the ultimate job done to destroy. At the same time there has been an extensive effort to use Tempest against all computer and electronic components for intercepting and controlling electronic technology. What has been done with computer technology can be done to the human being and vice versa.
This is what has been developed in my direct experience for the past 12 years which was going on long before this as reported by other non-consenting human guinea pigs such as myself. NSA's use of Tempest goes back to at least the 1950s. It was used on the USS Oxford during the Cuban Missile Crisis, and was used by satellite to monitor the USSR space centre land lines from satellite during Yuri Gagarin's space flight in April 1962. The USAF Security Service took over Tempest in the early 1970s to use it euphemistically for communication security purposes. See the USAF Intelligence, Surveillance and Reconnaissance Agency (ISR) web site for a history of USAF Security Service Tempest has since cropped up in television dramas such as a "Numb3rs" programme entitled "Sacrifice" where computer monitor emissions were intercepted by what was called alternatively as "van Eck Phreaking." There is no protection against such interception which is why the GPS signal goes haywire near Fort George Meade, Maryland, home of NSA as they scramble all signals.

There has been no vetting for any kind of clearance here top secret or otherwise or any evaluation of qualifications based upon ability, education, training or experience. This most sophisticated of surveillance technologies has been freely given away to all and sundry by Lt Harry Bird USMC Ret who brags about it and shows it off to anyone close by to create his own self importance.
For all those who think that people they know are doing a service for everyone by making life possible in a free and democratic state please think again. As my experience has shown me during the past 12 years, the waste and abuse is of a most extreme kind that directly destroys democracy and all human and civil rights. Dana Priest, Bill Arkin, the other staff members and the Washington Post are doing a phenomenal job of the utmost importance with "Top Secret America," but it extends way beyond the US as can be seen here.
In fact, NSA cannot legally spy domestically in the US. It is called the largest intelligence organisation in the US and probably the world. It was formed to consolidate the US military intelligence activities after WWII concentrating on intercepting communications, analysing them and decoding messages. The decoding has moved to the signals themselves. When the essence of Tempest was brought to this mission, it expanded addressing every useful electromagnetic radiation emission possible. It has now reached the human being thus combining Humint with Sigint for the most reliable intelligence possible: decoding human brainwaves.
The growth anticipated at NSA and its surrounding satellite villages in the future will, I believe, concentrate on this aspect of signals intelligence: brainwave monitoring and feedback for information and control. That is why this reporting involving "Top Secret America" is critically important for every person on the planet. This goes well beyond Watergate and must be exposed so that it cannot be abused as I've experienced during the past decade.
At the same time its beneficial uses for medicine are extraordinary and must be cultivated by making this technology and brainwave decoding available to the world. It's like nuclear energy when once discovered, it had both a military and beneficial use. It's time to stop the malignant abuse of this neuroscience for extreme destruction purposes and bring it under the proper controls of the democratic rule of law.
It is not Cyber Security that is the real threat. It's Tempest which circumvents Cyber Security.

In fact, NSA cannot legally spy domestically in the US. It is called the largest intelligence organisation in the US and probably the world. It was formed to consolidate the US military intelligence activities after WWII concentrating on intercepting communications, analysing them and decoding messages. The decoding has moved to the signals themselves. When the essence of Tempest was brought to this mission, it expanded addressing every useful electromagnetic radiation emission possible. It has now reached the human being thus combining Humint with Sigint for the most reliable intelligence possible: decoding human brainwaves.
The growth anticipated at NSA and its surrounding satellite villages in the future will, I believe, concentrate on this aspect of signals intelligence: brainwave monitoring and feedback for information and control. That is why this reporting involving "Top Secret America" is critically important for every person on the planet. This goes well beyond Watergate and must be exposed so that it cannot be abused as I've experienced during the past decade.
At the same time its beneficial uses for medicine are extraordinary and must be cultivated by making this technology and brainwave decoding available to the world. It's like nuclear energy when once discovered, it had both a military and beneficial use. It's time to stop the malignant abuse of this neuroscience for extreme destruction purposes and bring it under the proper controls of the democratic rule of law.
It is not Cyber Security that is the real threat. It's Tempest which circumvents Cyber Security.

Dana Priest, Bill Arkin, all those working on this project and the Washington Post are doing the world an invaluable service. It's time for all to pay very close attention to what is happening "next door" as they report it and take the necessary steps to ensure that democracy is not destroyed in the interest of security.
