"Can we assess every threat?"
"Assess every threat" means gaining information about terrorism in advance for prevention/deterrence that is the role of the intelligence community you are evaluating. So far that has been a rather dismal and unsuccessful process in which you have played a key role to expose abuses.
To get at the mind of the terrorist torture has been mainly used as featured in Guantanamo, Abu Ghraib and your exposure of rendition as means to get that information. Now, you have shown us this whole intelligence community so huge and diversified as to be beyond control telling us once again that hidden away are methods and activities which need to be kept in the utmost secrecy.
Given all the facts of the past decade it is clear to me that we are headed toward a secret police torture state unless we can control the means to get the information necessary to ensure security by successfully doing so without brute force torture. I believe that this is what is being developed in this massive US intelligence community based upon Tempest.
However, due to IC's fundamental secrecy and being beyond control, the serious problem of sadistic torture abuse continues to grow "out of control" toward a secret police torture state. This can be changed by using the very Tempest technology based methods being developed if we first assess ourselves completely and thoroughly.
I want to back up to start with the definition of terrorism: any effort to cause fear in others. It has a common denominator, but there are many expressions of terror intended to create fear. I also believe that there is a common set of psychological characteristics which lead to behaviour we would consider terrorism. I think it's important to look at the criminal terrorist as well as the international terrorist. They overlap and merge at the foundation but diverge in acts which draw upon different law enforcement and prevention strategies.
I like the television drama series "Criminal Minds" featuring the FBI's Behavioural Analysis Unit (BAU). They seek to create a psychological profile of someone or people who is/are already on a terror spree as a serial violent criminal in order to stop further crimes usually torture and murder. So far this has not been applied to the population at large to stop such criminal terrorism that victimises the innocent on a random and arbitrary basis because of the limitations of profiling.
I think that this process is analogous to issues involving international terrorism and the approach to stop attacks by what appears to be a "one size fits all" approach. Can we assess its threat? Can we asses the threat of a serial killer, rapist, torturer and murderer before the fact? Yes, in limited circumstances but on the whole no. The same is true for international terrorism, but its real threat is from WMD against mass populations and geography which means that some means must be undertaken to assess this threat and stop it. How can this be done?
We have to properly analyse and evaluate all those concerned with the problem on the basis of an accurate and productive psychological profile to assess their disposition toward being a threat. As described in TSA, the Fort Hood shooter was not assessed despite obvious signs while a US Army unit declared its intention to go after Al Qaeda instead of looking inward at its own people. A threat was missed because this US Army unit jumped on the Al Qaeda bandwagon for whatever reason.
One size cannot fit all, so there must be a divergence of activities and objectives relevant to an organisation's existence and relations to its own environment, i.e., the US Army unit's need to look at its own organisation and not something done by many others. Like the FBI's BAU, we are learning these approaches by trial and error where the errors have horrendous consequences.
I've been at the centre of US Intel abuse for almost a decade from February 2001 and have developed an expertise from the point of view of the surveillance target who is abused for R&D purposes across a spectrum of applications from technology and torture Those carrying out this abuse are terrorists by definition as seen in their acts and psychological characteristics which fit a Criminal Minds' profile, yet they are acting out behaviour on behalf of the state in a position of trust which they abuse in the extreme.
The problem is that the psychological characteristics and disposition to create general fear by terrorising an environment is widespread and turns up from time to time in dramatic revelations from places and operations such as Guantanamo, Abu Graib and rendition. This is the US Intel community at work as terrorist torturers whom all the world has seen in photographs taken by those who carried out the torture terrorism at Abu Ghraib. This reflects an institutional disposition to what is called in the civilian world criminal "Happy Slappy."
Just yesterday in the UK two teens were sentenced to prison after pleading guilty to manslaughter in the death of a 67-year-old man who was attacked in front of his 3-year-old granddaughter by these youths running by, hitting him and knocking him to the ground where he sustain a head injury from which he later died. This was caught on CCTV. They did not film this on their mobile phones as usual. When police searched their homes, they found six such "Happy Slappy" videos on mobile phones just like the Abu Ghraib photographs.
Lt Harry Bird USMC Ret, one of those from the US Intel community's dedicated to surveillance and torture techniques R&D in London against me, took pictures of me on the last Friday of March 2001 using a large group of people under my front windows yelling and shouting about what they were doing. Taking photographs like this for entertainment and fun connected with gratuitous torture violence is an ongoing process by these surveillance abusers. Just this morning BS, the mother of the abused children whom I reported for child abuse in May 1998, said "It's boring." They seek external stimulus by using surveillance technology as a torture weapon for entertainment and fun. It's also part of a never ending torture interrogation process.
I believe that we can assess threats of international terrorism much, much better than we are doing at present because we are bogged down in terrorism ourselves. The surveillance technology which has been used against me 24/7/365 since February 2001 is so sophisticated that it can track and completely monitor human beings as it does with computer technology. This enables those who are picking up relationships between terrorists to keep monitoring them and establishing cell structures while knowing all that they are doing at minimal costs and usage of resources.
This surveillance technology is currently being developed by the US Intel community with R&D carried out in my experience in London on an extremely abusive basis so much so that it constitutes a secret police torture state that has destroyed this environment during the past decade. The reason for this abuse derives from the psychological aberration of those using this surveillance technology who have not been faxed in the least by the revelations about Guantanamo, Abu Ghraib or rendition. If fact, I anticipated these in advance as a result of the treatment I received from February 2001 onward.
The TSA project is magnificent with respect to all the work that has been accomplished. It reinforces what I am experiencing and shows the foundation for what is truly beyond control in terms of the usage of intelligence product emerging from this huge, dispersed and unaccountable US Intel community. However, missing from this as yet since I'm sure that this project has to proceed from a firm foundation forward are the activities which are being being carried out in all of these buildings.
In this situation all that has been done has been made generally known to hundreds of people who have come along to participate as well as myself by the very nature of the surveillance technology's torture capacity. This has declassified the technology completely which means that there are no constraints on reporting it as I do openly and freely but under the constant scrutiny of those using the surveillance technology who seek to stop me in any way that they can. So far I am still stumbling along getting the message out.
I believe that we can just about asses every threat democratically and freely without destroying people and democracy, but that is not being done to state the obvious. I think that the first step has to recognise the terrorist within who tries to rule by fear using terrorist's methods and those of the criminal mind. We are a long way from doing that which the massively diversified (1300?) US Intel community units are helping to sustain by being unknown, unaccountable and beyond control. As a result, we are moving toward a secret police torture state which needs to be halted by the recognition of what is happening. So far no one wants to do that. Afraid?
We have to assess ourselves first before we can properly and fully assess the threat from elsewhere that can carry with it weapons of mass destruction. Unless we properly, accurately, honestly and truthfully assess ourselves first, the enemy from within will defeat any opportunity to assess and prevent the terrorist threat from without. What I've been observing for a decade has been efforts to manufacture threats to milk the system while the real threats succeeded.
