There's a parallel research project occurring that is malevolent and malignant using neuroscience and the principle of Tempest surveillance technology to effect social control in the community.  I have been a non-consenting guinea pig for this research since mid-August 1998, but the real neuroscience based surveillance technology was not introduced into this process until February 2001 by Colonel Vine USMC Ret, Lt Harry Bird USMC Ret and others.

My points are two:

1)  This surveillance Tempest based neuroscience research is eons ahead of what exists in the public domain and has extraordinary advantages for all of medicine; and

2)  The risks today are that this malevolent, malicious and malignantly growing surveillance Tempest based neuroscience research will taint legitimate, beneficial neuroscience research bringing it into discredit and disrepute in the public's perception impacting science and its people negatively.

This article completely omits reference to the interception of electromagnetic radiation originating in the brain.  The actual BBC Newsnight programme may touch on it.  Dr Insel's statement indicates to me that such brain wiring mapping can only take place by such means and involves highly complex electrodes and minute sensors placed on the surface and inside the brain.  Such activity and all that is being done as described in this article is to be applauded.  It's moving in the right direction.

What I am experiencing has been moving in the most terribly tragic negative direction imaginable during the past 13+ years and most especially the past 10+ years which needs to be recognised and addressed by everyone including those in science and all disciplines along with law makers, managers, etc. so that this neuroscience technology can be democratically controlled and beneficially used for humans and all animals.

In contrast to the statements which emerged this year from the hearings held by the US Presidential Commission for the Study of Bioethical Issues, I want to assert once again that thoughts can be read and the brain's inner activity understood for what it is as we experience it consciously for ourselves.  In other words, we can know the minds of other people perhaps better than we know our own.  The Commission limited its understanding and public comments to brain imaging which is only mass measurement and did not explore what might be available in decoding the brain's electronic signals which can be done without electrodes by merely intercepting the electromagnetic radiation surrounding the head.

This is well beyond brain wire mapping which will follow on from this process of decoding electromagnetic radiation from the brain by the techniques currently used that are only Tempest based interception without implants and/or electrodes.  Those using this neuroscience Tempest based surveillance technology can see through my eyes.  There is nothing new or startling about that.  Before they began in February 2001 with this surveillance technology against me, there were articles in the BBC News during October 1999 about looking through a cat's eyes with photographs available to see what a cat was seeing.

The electronic transmission of sound to the human brain was my first experience with this neuroscience Tempest based surveillance technology.  Since I had been under surveillance for 2.5 years up to February 2001 and knew the people involved, I was prepared for this change and quickly understood what was happening.  I could also hear other people with whom they were speaking.  This sound transmission was used abusively and enabled me to learn about everything else although it took me some six months to fully confirm the ability to see through my eyes.  I did not know about these BBC News articles concerning cats for some time after this.

There is no doubt that my thoughts and images can be read by others.  Like sound, these can be induced as well especially at night for memory probing and dream inducement.  All aspects of neurological activity can be so monitored with feedback including surreptitious medication and pain inducement as well as muscle movement.  I have documented my experience as completely as I could around-the-clock for all these years.

The great issue is that this is being used to try to create mental illness and physical harm which is the complete reverse of what neuroscience and medicine should be doing and against all the principles of ethical research and its application as well as legal and criminal standards enacted into law.  The public is being assaulted by this neuroscience used as a weapon.  This is what will taint its legitimate development and usage.  This can be seen by the number of people reporting what is happening internationally.

I am most fortunate in that this all began by people well known to me who have carried on throughout all these 13+ years including those who joined in February 2001 and have stayed until now.  Since this is indefinite until death, I believe that these same people will be so engaged unless it is stopped.

This is actually a massive Munchhausen By Proxy Syndrome effort that has extensively involved the NHS and the police among other UK government departments directly since at least the autumn of 1999 following my letter to the then Prime Minister, Tony Blair, that was faxed on 23rd September 1999.  The actions taken against me to silence me have all been a massive fraud.  I'm still here, and I do not suffer from any mental illness although I have sustained physical harm from the electromagnetic radiation.

This programme extols the efforts to address the mental health problems of people by the advance of neuroscience.  I want to point out that this same neuroscience but much further advanced because it has been developed in secret and by using human guinea pigs like myself is being used to attempt to create mental illness in much the same way that totalitarian governments have abused the mentally ill or those who speak the truth to falsely claim that they are mentally ill.

This is the big problem right now that has to be addressed so that this neuroscience research can move forward and genuinely address mental and physical health and well being of people so that those who do otherwise are not allowed to create problems that the legitimate research is trying to cure.  Science and medicine cannot advance on "dirty data."

The malevolent abuse of this neuroscience is commencing to grow malignantly by distributing it in neighbour flats in my case and training people in abusive behaviour to use it and generally become part of a vigilante mob.  I now call this a Toxic Surveillance cult that is growing rapidly with people who have little scruples being trained to abuse it as desired.

Worst of all, perhaps, is that the cult leaders are psychopathic personalities which I've been able to determine on my own as a result of my direct association with them as a surveillance target for over a decade.  Psychopathy is a mental illness of a completely different kind where there is not a malfunction but an absence of human brain factors that create the human being as we know especially with respect to conscience and all its attributes which lead almost all of us to learn and behave properly in a social context interacting with other human beings appropriately.

It is hoped that the neuroscience research can detect the psychopath to prevent such behaviour especially the extreme kind of serial criminal who becomes well known by his/her atrocities.  There are tests which at the present can detect the absence of fright to alarming sounds but much more needs to be done to identify and understand this very special and most socially devastating of mental health problems.  Robert Hare has surveyed prisons in North America determining that up to 25% of prison populations consist of psychopathic personalities who are responsible for 50% of the crime.

The ultimate objective is to prevent the marriage of psychopathic personalities with neuroscience based surveillance technology that reflects the ultimate power in the hands of a human being that can be exerted over another as I've been experiencing for 13+ years by such personalities with this mental health disorder among others.

I only wish that the media and scientific and academic communities would begin to recognise the existence of such neuroscience surveillance technology to make the public aware of its existence so that it can be re-directed from malevolent to benevolent usage and so controlled democratically.  This BBC Newsnight programme needs to go much further in order to do that and lead the way out of the abyss that is forming into a well structured and meaningfully neurologically based science and medicine.

The art of listening has still to be learned everywhere, and I don't mean in the sense of eaves dropping.  We have to protect against the disposition to create a new "Stasiland" as depicted brilliantly by Anna Funder in her book of this name where she talked with the people who had been involved on both sides of the Stasi in the former GDR (German Democratic Republic).

I wrote these comments and sent them as an Email to Anna Funder c/o her agent after I finished reading Stasiland.

I have just finished reading Stasiland which I found powerful beyond words. I should say that I and the surveillance crew who have been tracking me for 13+ years 24/7/365 just finished Stasiland.

As incredible as it might sound, this is a profoundly accurate statement and why I found Stasiland so powerful. This experience is not behind us. It is alive and well and in a way far worse in London's North Kensington today than the GDR ever thought.

I don't want to go into detail at this point because what is happening, how it is being done and the surveillance technology being used are all quite unbelievable which is why this goes on and on. No one addresses it. [They don’t believe it can be true.]

I knew nothing about Stasi except in name and its terrible reputation. Stasiland was an education for me in what had been done, and I could empathise with its victims in many ways. The stories of the people were incredible and almost beyond words, but you managed to capture it.

After reading sections of people's experiences, I would recount what you had described for my own notes and for the benefit of those using surveillance technology so that they could have an explicit rendition of what you were describing since it reflected their activity as well.

On page 123 you describe Julia's comments about surveillance as "it's the total surveillance that damaged me the worst." You have no idea what that means today with the neuroscience based surveillance technology that is totally invasive and can track a human being anywhere and do anything day or night.

I happened to hear your interview on the BBC Radio3's Night Wave programme. I'll have to read your new book, but first I wanted to read Stasiland, and what a reward that was. I had never heard of it until now. Well, I've been busy living in today's Stasiland.

Thanks for a marvellous contribution to human understanding. I just hope that somehow what you have written about historically after the Wall came down and with some perspective of distance in time can get transferred to today's "Wall" that is now surveillance technology that I call "Toxic Surveillance."

I was 18 in 1961 when the Wall went up that August and remember it well. I was in the USAF at basic training in San Antonio [Texas]. After that I served in the USAF Security Service at its HQ's there and in Trabzon, Turkey.

While in San Antonio at HQ, a guy I knew had just come back from West Berlin in 1963 after being there for three years and wanted to go back for another three years which he got because he was a Polish linguist having grown up speaking Polish. He really liked West Berlin at that time. He had an apartment about three blocks from the Wall, he said, with a German girlfriend and new child.

During the Cold War at that time including the Cuban Missile Crisis and assassination of JFK, Berlin was very much in our minds all the time. I recall the day when JFK made his "Ich bin ein Berliner" gaff which I knew immediately was wrong from the little German I understood. but no one said anything because they knew what he meant. The fact that he was in West Berlin was phenomenal.

It is amazing that you were not born until 1966 and do not have these events as part of your existence, yet you have written this extraordinary book that has educated us all about Berlin, the Wall and the incredible government in the GDR. How much we did not and still do not know is incredible. That's why these museums are so very important which you described at the end of your book.

The USAF Security Service had its station in Berlin at Templehof airport, and the Berlin airlift was something that was not very far away from memory and what had been done to keep West Berlin open. I did not know the details that you described especially about the power station shutdown that was in East Berlin. 277K flights is incomprehensible.

I recall this guy who was there and going back saying that an aircraft landed every minute or two, and that it was such a small space that if they missed the landing they had to fly back out to the "Zone" as it was called then by them in order to return.

I have also noted more recently that there was a reward out for our capture in West Berlin at that time which I didn't know. I now have a little better understanding of what I thought was risible after having come to understand the full force of the Stasi and its total preoccupation with all information about everyone especially West Berlin and Western Germany. It seems quite likely that such a reward was on offer for anyone to capture any one of us.

When I was in Trabzon, Turkey, there were guys there who had come from West Berlin. Everybody knew everyone else. It was a small world. We never considered ourselves at risk, but then maybe we just didn't know. Ignorance is bliss. We considered our job as extremely important at that time during the Cold War.

Now I know better especially after having recently read Richard J Aldrich's GCHQ where he describes in his chapter 16 Disaster at Kiizildere how three USAF Security Service guys were taken hostage in Ankara in 1971. They managed to escape. But, the three GCHQ guys captured in 1972 were not so lucky. They were taken from a base on the Black Sea near Samsun which was our sister base down the coast in the middle of Turkey. We were on the Black Sea about 90 miles from the then Soviet border of Georgia.

At the end of August 1964 when I was coming back from holiday in Athens, I arrived in Ankara on a day that the USAF barracks there had been stoned by demonstrators, and US personnel were advised to stay indoors and not go out with their uniform on. I was walking around the centre of Ankara in uniform because I had flown MATS from Athens quite blissfully ignorant of all this. Nothing happened to me, but it did show that things were unsettled even then.

The great tragedy now concerning me and my experience is that I am being subjected to what I consider treatment that transcends what the Stasi did and portends a great problem for the West if it is not made widely known and brought under democratic control for it is the antithesis of all that is democratic and the epitome of what the Stasi were trying to do. The surveillance technology is such that they will succeed beyond the Stasi's wildest dreams if this is not made well known and stopped.

I recall your description of Frau Paul's incredible and devastating experience and how she and her husband became part of only nine people known so far at the time of the writing of your book out of the 38,000 who were "sold" to Western Germany but were dumped paperless in East Berlin instead of West Berlin/Germany as promised and paid.

That's the same thing that Lt Harry Bird USMC Ret is trying to do to me in London along with the help of the government including the police, NHS and others. He wants me removed from my home and dumped on the street by being locked out with all my possessions confiscated by him and a woman [BS] whom I had reported for child abuse in 1998 just before they got surveillance technology to use against me.

The parallel goes further than this. Frau Paul and, if I recall correctly, Miriam, had an unfortunate experience with the same supposed legal representative. Frau Paul believed that their failure to be be completely sold was due to their refusing his legal counsel. Finally, on page 255 you describe her as being followed because "there are a lot of people who don't want us to raise our voices, to fight for what we deserve."

It's the same here in the UK now. The law enforcement, legal system and prison system are all one wrapped up together. Those using the surveillance technology against me have damaged my computers so that I cannot use them and prevented me from filing annual financial accounts for three years now. They make every effort to stop this from happening by keeping me tied up with their abuse 24/7/365 which I address as top priority since it is life threatening.

I've been prosecuted by Companies House located in Cardiff, Wales twice now on an annual basis and convicted of a criminal offence for the first time in my life for any such legal matter. I've never gotten a traffic ticket. [Well, err, I had my car towed once when parking in the last 15 minutes of a Tow-Away zone time to see a production of the David Frost programme in New York when he had King Hussein of Jordan as a guest.] I could not go to Cardiff to attend the court trials, and they would not transfer it to London despite all my efforts where I can mount a defence based upon what is happening here. I have never seen a judgement just an order to pay fines. I am now threatened with a third criminal proceeding for the same problem all of which will take place in Cardiff.

Strangely, I got a letter earlier this year about an appeal when I had not filed an appeal. I provided the written information requested but did not know which conviction it was about although they were both the same. I then got a second letter from the woman who was the appeals clerk in the Crown Court in Cardiff stating that my appeal was denied because what I described could not possibly be true she said the judge had written. [“No adequate or intelligible explanation for the delay in appealing or as to the claimed merits of any appeal” was provided to me in the 24^th June 2011 letter from the Appeals Officer as to what the “Resident Judge” had written.]

I never saw an appeal document; did not know what it was and never saw an appeal decision. I was just told what it was in what I considered an abusive manner. I have never seen a judge's name for the criminal trials or the appeal and haven't a clue who is doing all of this. I deal with the clerks and get my rejection letters in the post.

As you can see, the Stasi has landed alive and well in the UK and is far more advanced in its destruction using this surveillance technology to seek taking over all my and Xandor Limited's property as well as have me removed from my home and dumped on the street. While all of this might be torture abuse to get me to overreact, the criminal convictions in the Cardiff Magistrates' Court are all too real as are the fines levied when I haven't a penny for anything.

But, who is doing all of this? They are all hidden and stay behind the surveillance technology where they all watch and comment continuously on what I am doing while heaping vast amounts of abuse on me. When you described the process of being under investigation creating the status of enemy of the nation, that is exactly what is happening here too only it is explicitly rendered by continuous non-stop verbal abuse that has gone on for many years as name calling.

The current situation has reached a point that would amaze the hardest Stasi officer by what has been done in terms of informers. Please read the enclosed Email which sets forth the process of distributed surveillance technology placed in neighbours' flats to watch and abuse me by manufacturing allegations in order to get me out when I do nothing at all except report accurately what is happening. This should never be happening in the democratic West and certainly not in the UK, but it is.

I think I'll read Stasiland a second time now.

Ann Rule put a link to your article on her web site which I've just read since I finished her book about Ridgway "Green River, Running Red" yesterday.

You noted important points which were questions I had about whether he would jeopardise his agreement and face the death penalty.

I wrote the following to Ann Rule about this situation and thought you might like to see these comments too.

When Dave Reichert met with Ridgway just before his sentencing in Dec 2003, he might have known conclusively that Ridgway was holding back info, and he might have known exactly what it was but could not reveal its source and needed Ridgway to divulge it. The whole set up of moving him into their operational room where he slept and was interrogated could have been done to facilitate the secrecy of brainwave monitoring which has been done to me since February 2001. I know it exists, what it can do and that it was operational during his interrogation.

They could read his thoughts by a process of intercepting his electromagnetic radiation halo surrounding his head 24/7 to note all his thoughts especially when he was being interrogated, thinking about his crimes and while asleep when memory could be probed. The signals could be sent by microwave to another location, or there could have been others in another office unknown to the officers carrying out the investigation except Dave Reichert. Presumably, no one but him would know since it is so secret.

He would want Ridgway to stay another six months to get him to admit to them what they knew he held in his mind. This interception is based upon a principle called Tempest which has been in development since at least the 1950s for monitoring electronic devices like telephone lines, crypto gear and later computers. During this development process, it is logical that the human brain, a computer also with its own electrical generating source, would be so monitored and decoded.

Although it took me about six months from Feb 2001 when this was introduced by Colonel Vine USMC Ret and Lt Harry Bird USMC Ret to the surveillance activity against me already in place since Aug 1998, I was able to learn that they could see through my eyes, hear with my ears, read my thoughts (words & images) and feed back sound to me electronically so that I could hear what they were saying. There is much more too. This was the manner of interrogating me 24/7 to read my thought reactions by bombarding me continuously with the electronic transmission of sound regardless of my location. They could also induce dreams and probe memory during the night as I slept.

The reason I learned all of this was due to the fact that those using this surveillance technology were psycho/sociopaths (ASPDs) who engaged in sadistic torture and did not hesitate to let me know what they were doing. Especially key to this was the mother of the abused children whom I had reported for child abuse in May 1998. I'll call her BS. She got the surveillance technology installed against me in Aug 1998 and proceeded to carry out the torture abuse as part of a large group of neighbours using initially radar imaging from the flat above mine along with more conventional surveillance including Tempest against computers. I knew everything that was happening and who was involved. There were no mysterious "they."

When Vine and Bird came along 2.5 years into this in Feb 2001 just after Bush was inaugurated in the US (I live in London's N Kensington), I just picked up what they were doing in the same way only improved by the most sophisticated surveillance technology ever. BS and Bird have been the two present all the time 24/7/365 and could not keep their mouths shut. That is why I know them well enough to be able to call them psycho/sociopaths (ASPDs) from Robert Hare’s PCL-R since I have a total of 13 years (actually 15+ years since it was two years before I reported the child abuse in the flat below mine) experience of them 24/7/365 with the surveillance technology and can accurately make that assessment.

I believe that by 2003 this neuroscience based surveillance technology (it could track me and do all its activities wherever I was located) was being used throughout law enforcement in the US for such interrogations. I believe that it was used at Guantanamo and Abu Ghraib in connection with more conventional torture methods to breakdown resistance so that thoughts floated to the surface. The difficulty would be language at these military facilities, but not so in US law enforcement with its prisoners.

It really looks like this was a perfect set up for that activity with its bizarre placement of the killer right with the investigating team. Dave Reichert wanted six more months but had to get it from Ridgway voluntarily in some manner. He did not succeed. I also see his "reward" as a US GOP Congressman following on after this success given the information they did get and the use for R&D they could obtain from this most heinous of serial killers. The GOP came and helped him out from the top. I suspect that the FBI was heavily involved but not known as such outwardly. Funny that Dave Reichert should threaten to bring in the FBI as if the investigative team were inadequate.

Nick Broomfield'’s second documentary about Aileen Wournos c 2004 started in 2002: "Aileen: Life & Death of a Serial Killer." I saw it on Channel4 here and went to the West End to see it in a cinema immediately afterwards I was so captured by what I had seen. She said three things:

1) they put a circuit board behind her mirror above her sink in her cell;

2) they put a microwave dish on top of the Broward County jail about the time she started getting;

3) what she called "noise pressure" in her head.

I wanted to see if there were more indications of what I knew was being done to me with the neuroscience based surveillance technology that existed from at least Feb 2001 in my direct experience. I did not think she was mentally ill and only needed someone to listen to her with understanding as difficult as this might have been. Since no one did, she displayed her verbal aggression which, I believe, they sought to produce in order to discredit what she might reveal. There was little doubt she was quite disturbed, but they appeared to be adding another layer.

The sad part is that she wanted to be executed since she was treated so badly which the State of Florda did in October 2002 at Raiford just like Ted Bundy almost 14 years earlier. The most important thing is to keep these people alive to get all the information from them as is possible to prevent these murders and its kind of behaviour in the future. The problem is that those using this neuroscience technology abuse it trying to create mental illness and destroying people as I've been experiencing for over a decade.

Florida was especially compliant to the demands of those with this neuroscience technology, I believe, since Jeb Bush was George Bush's brother and its governor. The general disposition of Florida law enforcement to kill as you noted in your book about Ted Bundy is also a factor although I must state that my father was not like that at all. I suspect that by 2003 this neuroscience technology would be ideal to use in conjunction with Ridgway's investigation, and its usage with him might even go back to when he was caught from 30th Nov 2001 onwards.

Although I believe that it is right and proper to use such neuroscience technology in this manner, I take great exception, as I would, against its abuse when used indefinitely against innocent people like me by those whom I reported for crimes starting with child abuse. When this neuroscience surveillance technology is in the hands of psycho/sociopaths (ASPDs) who are free to do whatever they want with it indefinitely until their target dies, it destroys the whole foundation of democratic society abrogating the protection of the innocent while ensuring the prosecution of the guilty. The reverse happens and in such a way that it cannot be stopped easily. The worst case scenario is that psycho/sociopathic (ASPDs) serial killers like Ridgway and Bundy will be able to do their crimes officially with surveillance technology of this kind.

In my case BS & Bird are "cleaners" just like Ridgway only they are attacking the aged inside their homes to kill them off so that the younger can take over their homes and possessions which is being done to me. Why I study this carefully and document it all is to be able to stop what I perceive to be the beginning of serial killers' activity which will accelerate and never stop until they are stopped. I don't want to see a whole string of deaths (Dr Shipman killed over 200 of his patients in the UK before he was finally stopped) occur before those in authority wise up to the problem.

The great problem here is that this is happening inside government itself with the police and NHS (National Health Service) participating along with many others in a position of authority. It's out of control, and no one knows what they are doing. That's why your educating the public about serial killers and their psychology is so critically important because the same thing is happening in the US as well as here that I directly experience.

All of this needs to be open in a democratic society, and the public protected. There is a whole new foundation for crime here as well as great help in protecting the public, but it is not being used for that in my direct experience. See how valuable your books are! Thanks again. Gary

I wrote this on Sunday, 7th August 2011. On Sunday night there was a second night of rioting and looting across London.

I think that this article is so important it deserves a more full consideration of the issues that are surfacing with regard to policing throughout the UK as well as in London since they reflect the failure of the Constitutional Monarchy form of Parliamentary government that currently exists with its unwritten constitution.

This problem is at the core of the foundation of a civilised and democratic UK that is being rent asunder by incompetence and corruption while terrorism, organised and serious crime threaten.

The criminals including those from within, quite literally, are taking over because no one is doing anything to stop general criminality.

This article is an outstanding summary of the problems and why they exist in the UK. Police corruption and incompetence has developed over decades as a result of the brain drain, and incompetent, corrupt officers feathering their nests driving out those who would do better. It's coming apart now as it inevitably will while the Home Secretary Teresa May knows how bad it is and needs to contain it by perpetuating the old system, old boy network: to get along police must go along and stay on message. Instead of a democratic response to incompetence and corruption there is a bureaucratic one which permeates the British government. Teresa May is not responsible to a nation wide democratically elected head of state. She is responsible to her constituency only. That is why Britain is failing so dramatically at present. This Parliamentary system no longer works.

The police corruption and incompetence problem in London today is far worse than that of the 1960s NYPD when all were on the "pad" as exposed by Frank Serpico and the Knapp Commission and was cleaned up by John Lindsay appointing a new commissioner because he was accountable politically to all the people of New York. It took a huge effort to get the corruption exposed then. Can Boris Johnson act like John Lindsay did 40 years ago? No.

The elements today that impact the corruption and incompetence in London are far more serious and embedded than anyone imagines or Mr Bratton describes as the basic policing issues or the complexity of terrorism and protection for the Monarch and others. The terrible corruption and incompetence that still exists unknown which I have experienced directly for 13 years 24/7/365 are and have been covered up by all in government despite its widespread knowledge and use involving hundreds of people from multiple departments of government.

I am talking about the ongoing and continuous Toxic Surveillance used against me in North Kensington to falsely imprison, torture interrogate continuously, carry out medical experimentation, further surveillance technology R&D and ultimately execute to cover up any "resistance" from speaking the truth and providing evidence about all that has happened. This has been covered up by all Home Secretaries (Straw, Blunkett, anon), Foreign Secretaries (Straw again), Chancellors, Prime Ministers (Blair, Brown and now Cameron) and other ministers of state such as those for the NHS and more recently Justice (Straw once more and Clarke). My current MP as of May 2010 is the Chair of the Joint Intelligence and Security Committee, yet this extreme abuse goes on involving the US and UK governments. The government in the UK is non-functional in modern day Britain.

Toxic Surveillance is growing by the use of the general public in the UK who are being trained to use this technology and engage in its violence for control. These are criminals being developed by the government as a standard for behaviour. How can the police hope to cope with this situation and develop competence in law enforcement and avoid corruption when they are being trained at the ground level to be criminal supporters and criminals themselves as standard of practise?

This is what Teresa May wants to protect from exposure, and she will get the cooperation of both David Cameron and Boris Johnson although they might present a different public image for political purposes. Teresa May won't suffer since she is doing what they tacitly want by hiding this abuse further in the system that has prevailed for at least the past 13 years in my direct experience where I have notified commissioner after commissioner along with government ministers of state about this problem with no results. This is a tyranny not a democracy as Mr Bratton describes for policing by the Met in London.

A man or woman like Mr Bratton must come into the Met from the outside to take charge, but it will never happen. Look at what the British have done to the American woman who got the 2012 Olympic bid underway. She was wipe out brutally. Look at what the British did to the guy they brought in to restore the operational capacity of the London Underground. They bounced him when he had gotten it done. The British do not want anyone from the outside to actually do a proper job completely and entirely to receive recognition for it. They exploit instead, use people up and throw them out while claiming credit for the ongoing success. Britain is still psychologically in the 19th century colonial exploitation mode only they are also doing it to themselves as well as can be seen in the police.

1) Eight police officers including three senior officers are on trial in Swansea (Wales) for framing three men for killing a 20-year-old prostitute in 1988. They were convicted but freed after two years when their conviction was squashed on appeal. Finally, a decade later DNA resulted in the apprehension and conviction of the real killer. Now the extraordinary corruption by these eight police officers is coming out at their trial which is expect to run six months it is so complex.

2) The Cleveland Chief Constable (Police Chief) and his deputy were just arrested and suspended on corruption charges because they were too close to the local police oversight organisation among other things.

3) The Association of Chief Police Officers (ACPO), a private organisation, ran its own secret police force unaccountable in any way to the government and, therefore, the people of the UK where the Home Office denied any knowledge of it just like the Home Office denies any knowledge of what is being done to me. This was just exposed after many years last 10th January 2011 going back perhaps to 1998 when a police officer seconded from the Met to the ACPO secret police went over to the other side agreeing to testify on behalf of those whom he had infiltrated for years.

4) Last night Tottenham in North London blew up in riots, burning and looting because a 29-year-old with four children was shot and killed by the police on Thursday. The police should have seen this coming and headed it off, but they did not. All they can say is that no one could have seen this coming. Nonsense.

This police corruption is nationwide and infiltrates the top brass all over the UK as well as extending to the ground level as I've directly experienced for 13 years since mid-August 1998. This is why I get death threats continuously as I attempt to expose and/or comment upon the truth about what is happening as I am doing now. The UK desperately needs someone like Mr Bratton but will never let anyone from the outside into the top position at the Met.

I'll bet there are a huge number of officers just like Frank Serpico was who wanted to do a genuine job of policing and public service but cannot given the machine that operates in favour of incompetence and corruption. Even if Mr Bratton gets into the job most likely they will eat him alive and spit him out as the British do over and over again. I don't know why anyone would want the job of Met Commissioner. The UK is disintegrating from within because the police do not enforce the law and are part of the criminal enterprise activities against which they are supposed to protect the public. Can anyone clean this up?

In the "Gangs of New York" New York State had to send in a separate police force to replace the one then in New York City during the 19th century because they were so corrupt. The New York City police even then refused to leave and fought against those sent in by New York State. Read the book, and you'll also see a bit of this in Martin Scorcese's film. There is no New York State equivalent to send in a separate police force into London to take over the Met. How will reform ever work given the current form of UK government and a Home Secretary like all Home Secretaries who will protect themselves at the expense of the people who eventually turn to riot and mayhem as occurred in Tottenham last night?

There are the court assigned bail restrictions, and there are the intelligence and security services own surveillance activity. These need to be separated. But, what is not even noted is the fact that Julian Assange is with little doubt subjected to complete and total monitoring by what I call Toxic Surveillance that covers him as a human being and all his technology equipment as well based upon the principle of Tempest regardless of location.

Here they are talking about a couple roadside cameras set up in addition to his tagging and need to report to the police daily. It's all irrelevant when compared to what is actually happening carried out by a joint effort of US and UK agents which has been used against me for over a decade in North Kensington. It's all denied, of course, but it goes on brutally all the time. This won't happen to Julian Assange because they will do legitimate surveillance not the brutal terror, torture that is being carried out against me. At least not yet, anyway.

Mark Stephens has to wake up to the fact that this has been used against me for almost 13 years 24/7/365 in North Kensington in the most brutal manner imaginable by large groups of people many known to me. Jobs schmobs. Nixon won in 1972 when unemployment went up +2%? What really happened when Nixon sought re-election other than Watergate?

1. Phase I price and wage freeze in Aug/Sep 1971. Phase II controls came along later.

2. Hyped money supply underneath this in run up to Nov 1972.

3. Breton Woods agreement was falling apart because of Vietnam spending and monetary policy which resulted when US dollar floated and fixed exchange rates ended.

4. US was just coming out of the 1969/70 market and economic debacle where letter stock like Toxic Debt remained hidden destroying portfolio values.

5. Penn Central commercial paper crisis in May 1970 created a liquidity crises forcing the Fed to turn on the monetary spigot.

6. The Vietnam War was a disaster with demonstrations in Washington that rattled the White House. Kent State killings occurred in May 1970. Nixon was looking for a way out.

All of the options that were available in 1971/2 such as they were except wage and price controls are not available today. The debt is out of control, and the money supply cannot be used. Floating exchange rates value the dollar without intervention depending upon what the market players think. There are two wars (Afghanistan and Libya) underway and Iraq is still smoldering. Other Muslim states are in a state of revolution.

The only thing that can save the US is to cut spending which will impact jobs making unemployment worse, but it has to be done. Obama won't do it. There will be a lot less employment in the future the longer the borrowing and spending goes on along with monetising the debt. It is a very dark scenario.

There could be a military take over of the US as is occurring in secret with Toxic Surveillance and Top Secret America. Martial Law will solve the employment problem, but very little money will be available. It's all over for awhile due to terrible mis-management. The question is whether the US will ever climb out of the hole it is sinking into. The 1930s could be seen as a picnic by comparison.

I wouldn't worry about unemployment percentages at the moment or next year. That is the least of the problems. And, look at what happened after Nixon was re-elected. He bombed Hanoi for 12 days in Dec 1972 after saying "Peace is at hand." The 1973/4 recession and stock market debacle with inflation changed the world forever. He wasn't around to finish his term in office since he was forced to resign over Watergate. Obama’s in the bubble created by the US military who want perpetual war.

My comments about this article are as follows:

General James L Jones USMC Ret is looking for work building his consultancy which he has formed since leaving the White House last October 2010 as National Security Advisor. He’s part of the revolving door syndrome that is taking the US and rest of the world further and further into the abyss of fascism with a horror that I call Toxic Surveillance. .

What a nice plug he has given his newly formed company in his speech the essence of which was published by the LA Times. We can’t go it alone he says meaning that there will be a need for those of us to create a bridge between the US and developing democracies which he most certainly will be able to provide.

What he’s omitting is the fact that the US has just given the world a lesson in the reality of its relationships with emerging democracies. It will do as it pleases by sending in a SEAL team to assassinate if necessary should the “partner” not prove to be to its liking even without giving that partner the opportunity to know what’s happening. Don’t forget what those “rescue” US Marines did in Libya either once they got on the ground. They just started firing away.

This s the Ugly American syndrome right out of the 1950s supporting dictatorships in the fight against communism. The US will come in and do what it sees as necessary for its self interest whether it gets cooperation or not, so anyone accepting aid will be subjected to its withdrawal if there is no cooperation which means you do as I say, got it? It’s called obedience or lose the money.

The problem is many of these are right wing whacko US Marines who just enjoy brutality and sadistic behaviour for its own sake. They resemble those who “like the smell of napalm in the morning” that we recall from “Apocalypse Now.”

But, that’s not the only lesson that exists in this world. There are many one with which I’ve been directly associated for over a decade is as an indefinite Toxic Surveillance target that still goes on. Yup, it’s the USMC retirees once again who have moved into a civilian neighbourhood in London’s North Kensington and taken over. Lt Harry Bird USMC Ret calls it his “beachhead” where he’s “embedded.”

He is a prime example of the extreme right-wing whacko US Marine who has no sense and ability to think but knows that he will dominate and control or else. He will not go. He will not stop. “You will die first before I stop,” he says. He has been using his extreme weapon of Toxic Surveillance since February 2001 24/7/365 to keep everyone in line by using me as a scapegoat. He also adds his own violence, threats of violence and any abuse he can muster of any kind. It’s quite a story.

He arrived with Colonel Vine USMC Ret who was in charge of setting up this activity. Vine has been a frequent traveler to various points in the world starting with Kabul after the successful invasion there at the end of 2001. These are US Marines.

And, General James L Jones is a USMC Ret too who is also starting out into the world of consultancy and contracting seeing an opportunity in these emerging democracies coming out of autocratic rule by those who hoarded wealth for decades with the help of the US. These US Marines are not democrats. They are just replacing one autocracy with another: their own. They are killers.

He just forgot to note that Pakistan is also one of these emerging democracies coming out of totalitarian military rule that needed a partner in the war on terror so that it could stay democratically viable in the eyes of the electorate. The US snuffed out that one leaving it in a mess now with the execution of OBL done all on its own. So much for emerging democracies, eh, General Jones?

He proposes a Marshal Plan-like contribution to these emerging democracies, but he does not recognise that the US has hit its debt limit once again at slightly over $14tn. There is no money for a Marshal Plan.

What he doesn’t tell anyone either is that Toxic Surveillance is the epitome of absolute totalitarian domination and control by the most extraordinary totally invasive surveillance every known. Lt Harry Bird USMC Ret has usurped the sovereignty of the UK and taken over destroying its democratic institutions and democratic rule of law unless it suits his purpose to use them in an abusive way.

Barack Obama has been fully usurped into the bubble and is oblivious of all of this. Well, I think he knows but does nothing. While National Security Adviser, I think that General Jones saw to it that these fine “Hitler Youth” cadre of the USMC personnel were well protected and left in place by supporting the made up stories that started it all in the first place. They are still at it.

Once you understand Toxic Surveillance and what it can do, you will not accept the current party line about OBL and all that has transpired. There are questions everywhere about his presence and when it was actually known? What kind of surveillance was actually accomplished and how much was known? Why wasn’t this shared with Pakistan when it could easily be done without risking the loss of OBL?

Lt Harry Bird USMC Ret has been giving it all way to everyone in North Kensington, London, for all these 10+ years. It’s no secret, and surely it must have been used against OBL and his entire household just as it has been used against me.

Petraeus moves to the CIA. Panetta moves to the DoD from the CIA. A US Marine general is moving from Florida to Afghanistan to take charge. General Jones is moving into consultancy like Michael Hayden (former NSA and CIA directors) and many others who occupy board seats that make for interlocking directorships in defense and contracting based on intelligence whose foundation is Toxic Surveillance.

It’s necessary to cut through the gloss of all that is being said by them and get a full and real assessment of what is actually happening like my past decade plus experience has provided. I’ve seen it all first hand for over ten years. I wouldn’t trust anything that a US Marine says no matter what level. They are spreading fascism and destruction throughout the world not democracy. Don’t get conned.

In a terrorist world where the US is generating terrorism as has just happened with the execution of OBL fiscal and monetary policy will take a back seat to the needs of the military/Intel community now governing the US and attempting to govern the world. Oddly enough, a default of sorts might be practicable and desirable, but no one will see it as a bridge to rational budget reductions in the future. There will be no cap on fiscal spending as long as the US military keeps spending as it does especially in the Intel sector. It has to be equal for all or nothing. It will be nothing.

They were call protected for 25 years until roughly 2006 depending upon when purchased, and the investor had the full flexibility to change based on judgement. However, under the surface was Toxic Debt which undermined the system and brought down the financial markets and economy which changed the world from 2007.

Today, it’s Toxic Surveillance that is the fraud undermining the economy and financial markets although it is not being addressed just as the beginning of Toxic Debt was not addressed 30 years ago. Nobody comprehends Toxic Surveillance today or wants to know anything about it. Similar to 30 years ago I’ve had a decade of experience with it just as I developed that investment strategy and its timing over a decade before 1981.

It’s the exogenous factor of a massive fraud foundation which will determine the outcome of the future just as it has done in the recent past which accumulated over the previous decades. That fraud foundation is related to terrorism today and impacts the essence of human economic activity. Unless it is changed from its current disposition, the outcome will be the same as Toxic Debt only worse.

There is no point in discussing managed defaults or budgetary caps unless and until the issue of Toxic Surveillance is fully addressed and generally known. This is today’s information that the markets have not comprehended or factored into pricing. The longer it takes the worse will be the outcome just as with Toxic Debt. Terrorism is quite real, but fighting terrorism with fraud will only destroy from within.

I had no doubt that the SEALs had it all on “camera,” but there is much more I believe from the SEALs and the surveillance provided that has yet to be made known publicly. I would think that the SEALs' helmets were fully equipped with electronic devices and communications of such a sophisticated nature that these cameras were the least of it. Consider the following surveillance technology which has been in operation for at least a decade in my direct experience.

Brainwave monitoring and feedback surveillance technology can monitor human thoughts and senses among them eyesight and hearing. The feedback mechanism critical here would be the electronic transmission of sound so that the SEALs could talk with one another and controllers wherever located most likely in the US. I know this exists since it has been done to me 24/7/365 for over ten years since February 2001 seven months before 9/11. The events I describe here took place before 9/11.

Early examples from 2001 reveal how powerful and effective this surveillance technology is for its target regardless of location. One of the most significant events was my walking across the wide open sports field in Holland Park in Kensington, London, UK, in September 2001. One of those using this surveillance technology, the mother of the abused children whom I had reported for child abuse in May 1998, said “Look at his eyes!” I could hear what was being said by the electronic transmission of sound which was continuous for me from February 2001 which was used for torture abuse purposes.

The diplopia (double vision) that had been treated successfully in 1998 was beginning to return three years later after this brainwave monitoring and feedback surveillance technology started in early 2001. The trees in the distance were beginning to split into double images which was noted by this abusive woman because she could see through my eyes.

I was out in the middle of a vast football pitch with nothing around. There were no high gain antennas which could be used that might be at my home. I believe that the whole process of using this surveillance technology was carried out by satellite which has been stated several times throughout these years and was confirmed by another person sending me Emails about its usage which he claimed to be able to monitor.

As I continued to walk back home along a street, Lt Harry Bird USMC Ret who had introduced this surveillance technology into North Kensington, London, along with his superior Colonel Vine USMC Ret and others tried to take credit for causing the double images by saying “I’m doing that.” He wasn’t, but this was consistent with his torture process of exploiting whatever happened as if he had done it to create fear, anxiety and distress. He was capable of doing a great deal on his own such as emulating bone fractures land did not need to do this.

Just to provide an idea about how precise seeing through one’s eyes can be with this surveillance technology, Lt Harry Bird USMC Ret was able to read very small print accurately which he would read out that I could hear by means of the electronic transmission of sound. One time at home he read the very small print on a business card I had. At another time again outside and near Holland Park he was able to read out the contents of a letter’s name that I had not even removed from an envelope as I looked down into it. This confirmed for me the ability to see through my eyes. There have been continuous examples of this throughout the last decade.

I believe that the SEALS while using helmet cameras can also be tracked completely with this surveillance technology throughout a mission so that what they see can also be seen and recorded. Someone in a control position can talk with each one of them as individuals because the electromagnetic radiation brainwave signature for each person is different which would be identification and communications connection to each one. If one SEAL is having a problem in one location, others can be told about this by the remote controller wherever s/he might be located. But, it goes way beyond this.

I believe that OBL’s compound and all those connected with it were so monitored and tracked by brainwave monitoring surveillance. It is not necessary to get close to the compound to string a high gain antenna. It can all be done by satellite as occurred to me out in the middle of Holland Park in London’s Kensington several times or Hyde Park anywhere in its vast stretches or anywhere in London that I happened to go which was extensive. This means that they could monitor all that was taking place between all the people in OBL's compound, identify all of them and track them all wherever they went.

When the raid occurred, the controllers would note the location of each and every person and would be able to watch each person’s response. Thus, the activity in the guest house could be seen and heard as the SEALs landed. They then could be alerted to a threat from this area. They then would know what was inside the house and where people were located. They would most definitely know that OBL was there and exactly where he was located.

Helmet cameras make a nice cover for this surveillance technology, but they are also useful if a SEAL is injured or incapacitated since his senses might be impaired while the helmet camera would go on functioning if not disabled. Capturing all the computer technology would also be a excellent way to hide the real source of the information already gleaned by this use of this surveillance technology from at least August 2010 onwards for some eight months until the raid. I suspect that OBL could easily have been known long before this and subject to this surveillance.

The brainwave monitoring and feedback technology is based upon Tempest which is the principle of being able to intercept very low level electromagnetic radiation that US intelligence has been doing for over five decades at the very least. All the technology equipment located in OBL’s compound would be well known and completely monitored. In fact, all of the contents could be uploaded already without anyone knowing who used the computers. I know it because they are always telling me all that they are doing for sadistic torture abuse reasons and their amusement in having this kind of power.

The human brain is a computer with its own chemically created electronic power source that produces electromagnetic radiation that can be intercepted. All that needs to be done is for this to be decoded. While a horrendous job, it has been done over the decades along with all electronic devices so that human brain activity can be read accurately, and this was being done a decade ago in my first experience with it. There is no doubt it is quite widespread by now since Colonel Vine has been a world traveler implementing this in 2001 in Kabul and elsewhere.

There is much more to this raid than meets the eye or is slowly being divulged. The decision to carry it out was not “courageous.” That’s just more malarky from the Jessica Lynch Bunch trying to make the guy above them look good. They captured Barack Obama in the bubble. You can rest assured that they knew everything for many months and that there was little risk to the SEALs involved as Gates tries to portray. They knew exactly what they were doing every step of the way and carried out an intended execution. They could have easily captured OBL but did not. They could have easily involved Pakistan without a security risk but chose not to do so.

These are the epitome of the Ugly Americans who have created terrorism in this world then act like terrorists themselves disregarding democracy and its rule of law. They have handed the terrorists a victory on a silver platter by this terrorism of their own making that could have been easily and safely avoided. They have done the work of the terrorists far beyond what the terrorists themselves have dreamed and destroyed democracy and its rule of law in favour of a tyranny that reflects organised crime instead of the government of the United States.

This reminds me of JFK's administration hiding the truth about the settlement of the Cuban Missile Crisis just before the mid-term elections of 1962. The public was not told that there was a quid-pro-deal struck where US Jupiter missiles were pulled out of Turkey for the Soviet withdrawal of its missiles from Cuba. There was nothing heroic or courageous about Barack Obama's decision just as their was no macho in JFK with respect to the resolution of the Cuban Missile Crisis. It was all grandstanding for the electorate.

It just so happened that I learned about the pull out of the Jupiter missiles from Turkey in 1964 since I was stationed at a USAF Security Service base in Trabzon, Turkey at that time. Trabzon is only about 90 miles from the border with Georgia which was Soviet Georgia then. There were guys working for Hawker Siddley and Marconi from various countries (UK, Ireland, France) working under NATO contract to retrain the Turkish missilemen into radar in Rize about 45 miles from the Georgia border. This was known in Europe but not to the US public.

Almost 50 years later I happen to have experienced as a target for over a decade the most sophisticaed surveillance technology ever known to human civilisation. I can see the same deception occurring today as occurred almsot 50 years ago by those at the top of the US government for political reasons. In much the same way then as now, POTUS is trapped by the mentality at the top of the US military which is described in James Bamford's book "Body of Secrets."

The problem today is that this deception has become SOP at all levels as I've directly experienced for over a decade and call the Jessica Lynch Syndrome. Those on the ground feel free to make anything up they want for their own advantage. As a result I've been subjected to indefinite surveillance technology torture abuse 24/7/365 by US military types (Colonel Vine and Lt Harry Bird both USMC retired) and am a completely innocent person.

These people have operated in the centre of a terrorist area as noted by the 21st July 2005 would-be bombers whom they missed completely. They are both terrorists and are creating more terrorists by their behaviour. The operation of these people is not abating but growing in a civilian neighbourhood and has been for a very long time. The miliary has taken over in London and is permanently in place in much the same manner that it has invaded Pakistan to assassinate OBL. Just a little while ago this Saturday morning, 14th May 2011, a male said "Don't worry about it. This is all a military operation." Martial Law by the US military has taken over the sovereignty of the UK.

There was much more that went on in connection with the execution of OBL that has not surfaced yet. So far, it's quite incomplete, and the public deserves a full explanation given all that has happened. CBS News and other media need to ask a lot more questions.

The US is mired down in politics of a most shameful kind rather than any wars. The US military has become the Jessica Lynch Bunch and managed to entrap Barack Obama in its deceit. The key for me is the huge concentration of effort focused on one person who was isolated by his reputation while 500 prisoners tunneled out of Kandahar prison. They made certain there were no tunnels leading out of OBL’s compound but ignored what was most important. Years of effort to capture and incarcerate prisoners went down the drain. OBL does not matter. 500 escaped prisoners in Kandahar do.

Barack Obama’s unseemly trek to NYC and Fort Campbell was painful to be aware of. I didn’t watch or follow these. I read the conflicting news that was put out and changed as time went by reminding me of Jessica Lynch. There is no ability to properly assess and do a job thoroughly and quietly when there is so much to be done. Nobody knows what is going to happen. That has always been the case. They are all bucking for promotion. What's a good career move, eh?

It is not possible to reflect on what those in the field think about OBL living in remote locations while they fight. The same is true of the US forces. Does that make any difference? No. This whole excursion to get OBL was a political show and had nothing to do with the insurgency in Afghanistan. There is an election coming up next year. It was all played for politics.

The US could have quietly done a job and concentrated its best efforts all around but has not done so. Petraeus is moving to the CIA and CIA is moving to DoD. A Marine is moving from Florida to Afghanistan. Barack Obama wants troops out for political reasons when he has failed to close Guantanamo and most especially stop torture in my direct experience since it goes on against me 24/7;365 by retired US Marines and others as it has for almost 13 years. .

There is no assessment. It’s is all wrong as I look at the terror attacks and watch this absurd surveillance against me that is the epitome of the Jessica Lynch bunch. This is what is going to motivate the insurgents and terrorists, and, I believe, they are going to get much, much worse. The brass and politicians are out of touch and won’t listen to those like me who know what is happening and describe it in advance. Maybe that’s easy because the US military is so very bad compared to what it used to be.

If they can hold me captive by surveillance technology for almost 13 years, they could have done the same to OBL given the nature of the surveillance technology about which no one knows anything except those of us being abused by it. Something is really wrong at the top across the board in the US. It’s time for critical analysis to start getting it right while not worrying about whose toes get stepped upon. The problem is everyone is a blabber mouth with nothing to say. $10 billion a month! OMG, this war is going to last forever, and OBL will be proven right.

My comments about this article are as follows:

The US along with everyone else will always use torture because the individuals who do it will always try to get away with it. No Executive Order or command will stop those who are sadistically disposed to torturing other human beings. There is a far greater problem, however, that rests with organisaitons like Human Rights Watch. They don’t really want to know about state-the-art technology that is used to torture today. They, like everyone, prefer to turn a blind eye to the truth.

I have been subjected to torture 24/7/365 for 12.75 years 24/7/365 from surveillance technology of various sorts which has caused grievous bodily harm including the loss of my eyes to cataracts which, fortunately, could be surgically corrected. Even this medical procedure was subjected to intense torture abuse to blind me by interfering in it including while I was under local anesthesia on the operating table in the summer of 2003. Just a couple days ago one of the torturers who never does anything else said “I’m going to put your eyes out.” They continue to try to do that as always.

For the last 10 years and three months I’ve been subjected to what I call Toxic Surveillance since its use alone causes harm and is eventually lethal. That is torture. This brainwave monitoring and feedback surveillance technology was brought to the UK by Col Vine USMC Ret and Lt Harry Bird USMC Ret in February, 2001, seven months before 9/11. The latter has been present 24/7/365 the entire time while the former has been a world traveler to places like Kabul at the end of 2001 after the successful invasion there.

Last night I was woken 10 times during an eight hour period by various activities including the Toxic Surveillance abuse, shouting outside my windows, doors and stomping on the floor above and below my bedroom. The surveillance technology reveals what I am always doing to most effectively administer the torture. This sleep deprivation has been carried out for the past 12.75 years each and every night plus disturbances during the day make certain I got no rest other than cat naps.

I have a complete record like this for all these 12.75 years, but its communication is always ignored. Those carrying out the surveillance technology torture are not the least bit phased by all that has been exposed about Abu Ghraib, Guatanamo, rendition, etc. They hide behind surveillance technology and carry on as if they could do as they please indefinitely without restraint. They can and they do.

They are joined by elements of the police, NHS and government that means this is SOP for the US and UK. There is no democratic rule of law. This is a secret police torture state where it is administered officially by all involved and approved at the highest level including Barack Obama and David Cameron. This is the way the world is. This is the direction it is moving. And, no one is making any effort to recognise its existence and stop it. The West has lost the war on terror and been taken over by terrorists from within.

It’s extremely important at this point to get the reporting of the surveillance technology right since I belief that what was used against OBL since last August 2010 was what I call Toxic Surveillance so named because its usage is harmful to the point of being lethal. However, it can be used without most of the lethal and explicitly torturous activity for complete information gathering.

It’s interesting to note that OBL was found in August 2010 just after The Washington Post came out with Top Secret America in July 2010. The Washington Post deserves all the credit for a massive job effort that revealed this huge monolith of an “alternate” geography that is “beyond control” which I prefer to call an alternate government which is out of democratic control given my experience as a Toxic Surveillance target since February 2001 seven months before 9/11.

I’ve been writing extensively about this ever since in as rational and reasonable a manner as possible and continue to do so, but the fact of what it is precludes many from allowing my posts to appear which also includes the BBC and many UK publications. However, to the everlasting credit of The Washington Post and The Daily Beast this has not been the case, and what I’ve had to say has been allowed to remain in the public domain as far as I know.

As we hit the stunning fact of the surveillance carried out against OBL for some eight months, Toxic Surveillance jumps up into reality for me because I know what it is and also know its abuses. This means that there is no justification for what was done to OBL, and that every means was available to capture him without incident. I suspect that, as with me and others, Toxic Surveillance is used as a sadistic weapon rather than a democratic tool. This is why it needs to be publicised.

Brainwave monitoring and decoding along with computer technology and any electronic technology device that emits low level electromagnetic radiation is subject to Tempest interception. I described this a bit in my comment to The Washington Post article that I blogged whose link is below.

This means they knew everything about all these people and mapped their brainwave electromagnetic radiation signature surrounding each person’s head enabling them to be tracked and monitored always. This, I believe, is why it took tens of millions of dollars to do the job. They knew who the “Pacer” was.

It means that the children as well as the women, couriers and whoever else was present were equally monitored along with OBL. It means that they continue to be monitored while in the custody of the Pakistanis and always will be wherever they are located unless underground or in one of the special rooms described in Top Secret America.

You might think that they would have the decency not to monitor children, but this is not true. Those who use Toxic Surveillance have extremely abusive personalities and are abusers of all sorts. In my direct experience child abusers have been incorporated into the surveillance process since its beginning in August 1998 against me and have been running it along with Lt Harry Bird USMC Ret who joined their operation with Toxic Surveillance in February 2001.

We are not just talking about using Toxic Surveillance for going after the OBL’s of this world. It is being used against innocent people for perverse and sadistic reasons on an indefinite basis that leads to either their being committed (sectioned in the UK) to a mental institution (again see the video above) or killed as occurred to OBL.

There can never be any justification for such an execution as occurred to OBL. The implications for this justifying many others to do the same are incalculable. It goes on already. If it is seen to be justified in the case of OBL, all the sadistic and perverted people involved in Toxic Surveillance will use that to carry out their own abuse as I’ve experienced for 12.75 years 24/7/365 in total so far.

“The information being released about the surveillance against OBL is a cover for what has really taken place. There's a bit here and there that draws upon what is known, but the operation used totally different technology for completely invasive surveillance. I make this supposition having been a target of what I call Toxic Surveillance in London for over ten years 24/7/365 since Feb 2001 carried out by former US Marines who are still at it while I write.

While the NY Times’ description is more detailed, neither ventures into the reality of the surveillance technology that has been in use for over a decade which has astounding attributes and results. It explains how they were able to get away with it for eight months. They got all the information that was there and then eliminated OBL.”

5. Finally, here is something I wrote for a Baltimore Sun comment that I have not seen appear yet either. It dealt with someone who thought the action against OBL was justified.

“1) OBL was under a 1998 SDNY Federal Court indictment and subject to arrest for prosecution in the US judicial system. He was summarily executed unarmed in the middle of the night in his bedroom in front of women and children. He did not deserve this. No one does. This was not justice of any kind. It was an act of cowardly murder.

“2) My father was stationed at Pearl Harbour on 7th December 1941 and survived. I was born there a year later. At no time did I ever hear him talk disparagingly of the Japanese. There was never a hint of any revenge attacks. He spent 31 days at Iwo Jima as captain of the USS Zuni where nearly 50,000 were killed. The Japanese strafed US sailors in the water after sinkings, but the US PBYs did not do this to Japanese surviving seamen. (See Gordon Prange's "Miracle at Midway").

“3) For ten years and three months 24/7/365 since February 2001 (seven months before 9/11) I've been subjected to the most extreme surveillance torture abuse non-stop by Col Vine USMC Ret, Lt Harry Bird USMC Ret and others in a residential neighbourhood in North Kensington, London, UK. I've been imprisoned, tortured and experimented upon by it without a second's relief. "He deserves it," says Bird repeatedly along with other familiar abusive justifications of sadistic violence. I am subjected to menace, threats of violence and death threats continuously as an innocent person. I’ve been kept out of the justice system by this abuse directly and indirectly.

“These are the terrorists in this world as far as I'm concerned, and they create more of them on both sides who feel justified in killing innocent people too because of what they see the US military and their contractors do in the world without any restraint. There can never be justification for what happened to OBL. He should have been arrested and returned to the criminal justice system of the US. The US stooped to the level of criminal terrorist by murdering him in the manner that it was done.

“He was summarily executed by those who rationalise this murderous act so that all others around the world feel free to do the same. Anyone like me can become a designated target outside the legal justice system and protection of the law. Anyone can be summarily executed on this basis as Bird keeps trying to do in a way in which he can get away with just for the sake of doing it as a murderer. He gets points for the harm and injury done to me which become promotion and pay. Is this the world you want? It’s the world that has been created now supported and sustained by Barack Obama as symbolised by the execution of OBL.

“Barack Obama is coming to the UK soon, and he just met with Prince Charles in Washington discussing the environment. You should see the environment in North Kensington. This is a journalist free zone although the BBC's Television Centre is not far away. I wonder what Barack Obama and David Cameron will be discussing?”

I believe that it’s imperative for Toxic Surveillance to be brought to light to stop all its abuses that are far more widespread than its use against OBL. It needs to see the democratic light of day if we are to have democracy in the West. It appears at present as if there is a takeover of the US government by Top Secret America which is determining law in accordance with the desires of those who are in control rather than by the judicial system.
